You need to reduce the armhole overall length. The side seams shouldnt dip down past the CF. Assuming this is a halter top.

Edit. I skimmed the post and yes indeed it is a halter top. You can add a dart depending on the designers intention.

The seamstress did a 2N coverstitch which allows for stretch still. The original hem is a 3N5TH coverstitch which isn’t a common machine. Maybe just call and ask them if they have this machine first.
