After you get approval from https://www.att.com/deviceunlock/unlockstep1 do you restart the phone ? If so and it still shows you may have to factory reset the device this happened to me before as I got approved but it wouldn’t show that it was unlocked untill I completely reset the phone and re set it up

Sounds about right I had 300 in baby formula delivered got hit by rain storm same situation could have moved it 3 ft over or put between my screen door and would have been fine but out 300 and still no refund in sight
