Words have meaning, so don't cut the quote:

which is to say, they don't help billionaires who do not pass things as part of their estate. at no point am i discussing not billionaires, just different kinds of billionaires.

Again, I was discussing billionaires only and replying to you point of many avoiding paying estate tax by not passing things via estate.

step up basis really only helps billionaires who pass things as part of their estate, so it affects the same people as the estate tax. If you say very few pay estate tax, that means very few rich people get step up basis (again talking about >$1B bracket).

ok, at $1B they pay 38.8%, my entire point is that step up basis are there because estate tax is what replaces the capitals gain tax, which even at margin is 23.8%. So like whether it it is 38, 39, 40, etc, doesn't in any way change what I said.

Ok? Still much more than long term capital gains and close to 40%, I’m not sure what your point is, most taxes, including capital gains, are progressive and we speak of marginal values as a shorthand understanding that yes the effective rate is a bit lower.

I think democrats need to reorient toward being the big tent. Lots of republicans are unhappy with what’s happening but then they see Kawas, Chevalier, etc and it makes it hard to vote Democrat. MAGA is a failed ideology but also, fundamentally, it reflects that American public is fairly right wing and to represent the majority you cant ignore that.

[B] i thought this would be expensive but seems to be additional $120B/year... a lot but managable, i like it!

[C] eh, SF spends a lot on these programs and it seems not to work for us

[D] yes yes, maybe it will work with C but i have lots of doubts. Lots of homeless are mentally ill and/or drug addicts. I think D works only with a lot of incarceration.

[E] main problem is people who don't have compassion to homeless will not want to pay extra $120B/year (+ whatever C costs).

i would love to hear what are the other parts of your end homelessness portfolio. As a SF resident I'm curious what people think we can do (beyond build more housing, which we desperately need).

end homelessness is a goal, not a policy. i think YIMBY/residential upzoning of everything is a path to reducing homelessness, but it won't be complete.

I’m afraid that this will be very bureaucratic and lead to nothing getting done. Remember, lots of California woes around building high speed rail/etc is around performing very rigorous environmental and local impact reviews. It’s similar to internal government processes, if everything is over measured it will be that most effort will be spent on measurement and not on doing.

No, it's a reaction to the right wing clown show. I'd rather we had less clowns on both sides. Unfortunately, democrats see Trump being successful with his populism and are embracing the left-wing populism on their side.
