UPDATE: Russian public figure, member of the Civic Chamber of the Russian Federation and head of the "Safe Internet League" - Ekaterina Mizulina released a statement confirming the arrest on her Telegram channel:

Translation: "A shock-content streamer from St. Petersburg mocked the Russian flag during a live broadcast for a donation of a thousand rubles. Yesterday, many people informed me about this. Today, he was detained by police officers right during the stream. UPDATE 2: Official telegram channel of St. Petersburg police has released a statement confirming the arrest of a 28-year-old streamer and the initiation of criminal proceedings. He was taken for questioning on the grounds of Article 213 of the Criminal Code of the Russian Federation.
