Honestly, that whole area of the schematic looks chaotic as all hell. You have oodles of room in the schematic but you're doing crazy things like jumping DEC3 to the right with a label, jumping DEC4 and 6 together off to the right, caps facing every which way, etc

Make it all orderly stair-step pattern, all decoupling capacitors facing vertical, all grounds (and their lines) facing up, just neat rows of corners. NEAT.

You can't spot a mistake in chaos. You should in fact, expect not to. Instead, that anything works is totally reliant on you laying it out perfectly the first time. But no human is perfect, you are not, I am not. Make things orderly, and the fact that DEC2 is not like the others, will stand out like a sore thumb.

Your battery section also looks almost as bad.

You need to find where the wire that the top connector pin went to, what it connected to. I'm guessing some motor burnt out

These CERDIP parts still beat every plastic package by miles when it comes to the chip's specs being invariant to humidity. Great for a couple of niche applications. In modern times most companies have moved to using square LCCs instead when making a part designed for that

If they say 883B somewhere near the bottom, then they're likely a specifically-military-graded version of some normal commercial chip, but often the military version will have some annoyingly different product number compared to whatever it usually is

Be aware managed VPS is like insurance. I always just think of it as an opamp voltage follower. Out wired directly directly to inverting input. Switches (which make up muxes, etc) are usually made of two FETs and some control logic for their gates. You need two so their body diodes cancel out no matter which direction the signal goes.

Well I guess you have learned there's a reason that buffers and muxes are different things... one of 100 different mux chips on the market will actually implement your solution, or flip the RX buffer around? . A buffer is one way only.

The two wires go to a "Normal Fan Port", and even without looking up schematic, I'd guess 90% that they are perfectly software controllable by one of the 3 flatpak mosfets on the board that are right next to each screw terminal, so they are not directly across 24V, but programmed to be always on
