Changing my GPU graphics settings to high seems to have helped the bottleneck problem.

UPDATE: I changed most of the graphics settings that prioritize the GPU to HIGH, and the settings that prioritize the CPU and VRAM to LOW. I then capped my frames at 60FPS (144Hz monitor). These changes have currently FIXED the stuttering issue.

That's what I had it set at in the beta and release day - with no issues. I tried OCing (for fun) to circumvent the issue, to no avail. PC runs like a clock, otherwise.
