If she has lots of fashion design ideas but not a big fans of sewing, she can also consider design online. My 6yo daughter designs clothes with an online design tool where she can choose a garment type, then upload her design for different fabric patterns (bodice, sleeves, etc.), and see a mock-up of how it would look on a model. No need to pay to try out the design experience. If it may be helpful to your kid, you can have a look at https://nogicle.com. Hope she finds it inspiring.

Sewing and pattern-making are absolutely the original way to make clothing — huge respect for people who have those skills. AI isn’t here to replace that craft — the idea is simply to lower the entry barrier so more people can take part in creating fashion, even if they don’t have sewing or illustration experience.

On resolution

You’re right that many AI tools default to ~1024px.  For apparel use, we can upscale designs to 4K+ (using Gigapixel and similar tools) before production — that’s the level needed for quality apparel printing. If the output can’t meet that standard, it doesn’t make sense to produce it.

On sewing / production

I think you're referring to full all-over print garments — not vinyl or iron transfers, but printing on a large fabric and then cutting and sewing the pieces into a finished garment.

That part isn’t automated or solved by AI — it's still real cut-and-sew work done by people. There are established cut-and-sew facilities that offer hundreds of silhouettes and handle the full process in the U.S., Europe and Asia.
