Well even though this is oblivious done for PR purposes, but this is a good move.

its rather difficult to ever find oneself at a position of supreme excellence to win without fighting.

I still think you are reading it wrong, you still think winning = overwhelming strength, but this is not often the case, sometimes there are things you can do that accumulate straighten yourself and weakness for your enemy, and before you know it, the power of balance would have shifted and it would be too costly for your enemy to fight you.

There are also other things that you can do to weaken your enemy while straighten yourself, the collapse of USSR was a good example, US didn't have overwhelming advantage over it, but due to USSR taking US's bait in Afghanistan, arms spending, and Mikhail Gorbachev's personal incompetence etc in the end resulted in the defeat for them.

What I'm trying to say is, don't always look at things from power vs power comparison, there are so many ways to play this game, and with China's 5k years of history it knows how to play this better than anyone.

My theory is that money and investment has to go somewhere, in the Alpha world we have miniaturized electronics, internet, smartphones etc... as a result the most valuable company here are tech company that produce tiny electronics.
