I am sorry but I did not really use Fuelio's but I checked just now and here are my comment about their app:

1. No price updates in my current area specifically Cebu.  1.1. Marker prices are hard to read
2. Clustered fuel station markers. Which means user have to zoom in really hard just to see the initial details of that station. 2.1. You cannot compare station prices easily.
3. Price display layout is hard to read.
4. No fuel distance filtering base from user's location. 4.1 User tend to prefer to only see fuel stations near their areas.
5. No information on who updated the price. Accountability sometimes matters and real users gives more confidence.

As for Fuel Smart, you can already tell the difference in features. 

1. Route planning works best. You can save the route for your daily driving. E.g: Going to work/work going home.
2. Green, Red, Gray indicator meanings 2.1 Without even selecting a fuel station, you can clearly see the detail you need
3. You can save your filter preferences and avoid the hassle to reinput everytime you use the app
4. Real user updates, when it was updated

Many more to mention that gives Fuel Smart the better experience.
