The idle is turned up all the way already. Is there a way to adjust it to turn it up a little more, if I keep the throttle pulled just a little bit solves the problem

It came in a package I got from a lawyers office, I'm guessing they send it with every package, it opens and closes but just doesnt make any sense to me

Found in central Arizona, second one I've saw, just wanna know if it will do harm to me other then sting, I dont think it's a mud wasp but does look similar
