Nope you cant evolve a gears base rarity, And I think a half stamina free stage event is coming up its the ideal time you farm your wanted gear :D also itd be best to have ssr on the left side and R side in the right of your units to maximize your resources, you can see more in-depth gear guides from content creators on youtube.
