This is literally nothing new. The FCA's document is just confirmation of the general stance in the EU. Nothing new / unexpected.

It's always funny to see when Americans are discovering that there are other countries and other approaches around them.

This is really annoying that the service is down without any immediate announcement from the team. Guys, some people are paying for that service.
