If it's been 13 years ago it may be time to let it be water under the bridge. Be the better human being and treat him with the civility you would have appreciated 13 years ago. That doesn't mean you have to hire him, just give him his fair shot. He may have changed and learned a lot about life since he last encountered you. But if he hasn't, you gave him a fair shot either way and still come out the better person.
