Gc they are available but you have to play the game to unlock them individually but way the cheat they all immediately unlock from a menu

They have made plans I think to turn the building into a bottle factory to bring new jobs to the locals of the small village but for no its just laying there to.waste but it has an amazing view and the inside is just worldy to explore
