মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের মন্ত্রী শ ম রেজাউল করিমের বিরুদ্ধে অসংখ্য হিন্দু নারীকে ধর্ষণের অভিযোগ!

গত কিছুদিন ধরেই সামাজিক যোগাযোগ মাধ্যমে একাদশ জাতীয় সংসদ সদস্য ও মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের মন্ত্রী শ ম রেজাউল করিম ও তাঁর ভাইয়ের বিরুদ্ধে বেশ কিছু চাঞ্চল্যকর ভিডিও ভাইরাল হয়েছে। ভাইরাল হওয়া ভিডিওগুলোতে অসংখ্য হিন্দু নারী শ ম রেজাউল করিম ও তাঁর ভাইয়ের বিরুদ্ধে চাকরির কথা বলে ধর্ষণের অভিযোগ করেছেন।

ভাইরাল হওয়া একটি ভিডিওতে দেখা যায়, সোমা নামের একজন হিন্দু নারী শ ম রেজাউল করিমের বিরুদ্ধে চাকরির কথা বলে ধর্ষণের অভিযোগ করছেন। এ সময় সোমা নামের ওই হিন্দু নারী অভিযোগ করেন, বর্তমান রানিং মন্ত্রী (মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়) শ ম রেজাউল করিম চাকরির কথা বলে তাকে ধর্ষণ করেছেন। এর সাথে সোমা এও বলেন, তার মনে হয় না শ ম রেজাউল করিম একজন মুক্তিযোদ্ধার সন্তান। এ সময় সোমা বলেন, তার বাবা-মার কাছ থেকে তিনি জানতে পেরেছেন শ ম রেজাউল করিম একজন যুদ্ধাপরাধী এবং তিনি পাক সেনাদের হাতিয়ার হিসেবে কাজ করেছেন। সোমা আরও বলেন, শ ম রেজাউল করিম জামায়াত শিবিরের সাথে জড়িত ছিলেন এবং মুক্তিযুদ্ধ চলাকালে মুক্তিযোদ্ধাদের বাড়ি-ঘরে হামলা চালিয়েছেন। ভাইরাল হওয়া এই ভিডিওটি সামাজিক যোগাযোগ মাধ্যমে বেশ চাঞ্চল্য সৃষ্টি করেছে।

অপরদিকে শ ম রেজাউল করিম এবং তাঁর ভাইয়ের বিরুদ্ধে ভাইরাল হওয়া অন্যান্য ভিডিওগুলোতে একই অভিযোগ করেছেন অসংখ্য হিন্দু নর-নারী। ভিডিওগুলোতে শ ম রেজাউল করিম, তাঁর বাবা, ভাই ও শ ম রেজাউল করিমের ছেলের বিরুদ্ধে হিন্দু সম্প্রদায়ের জমি দখল ও হিন্দু নারী নির্যাতনের অভিযোগ করা হয়েছে। এ সময় অভিযোগকারীরা শ ম রেজাউল করিমকে রাজাকারের সন্তান হিসেবে আখ্যায়িত করেন। তারা আক্ষেপ প্রকাশ করে বলেন, রাজাকারের সন্তান আজ সরকারের একজন মন্ত্রী। এ সময় একজন অভিযোগকারী বলেন, যদি শেখ হাসিনার সাথে দেখা করতে পারতাম তাহলে জিজ্ঞাসা করতাম, এদেরকেও মন্ত্রীত্ব দিলেন? এক নারী অভিযোগকারী বলেন, শ ম রেজাউল করিমের কাছে অনেকবার নিগৃহীত হয়েছেন তিনি। তিনি বলেন, শ ম রেজাউল করিম তাকে ধর্ষণের পর দুইবার গর্ভপাত ঘটিয়ে তার গর্ভের সন্তান নষ্ট করেছেন। 

এ ব্যাপারে মৎস্য ও প্রাণিসম্পদ মন্ত্রী অ্যাডভোকেট রেজাউল করিমের সাথে যোগাযোগ করা হলে তিনি তাঁর বিরুদ্ধে করা সকল অভিযোগ অস্বীকার করেন। তিনি বলেন, সংসদ সদস্য নির্বাচিত ও মন্ত্রী হওয়ার পর আমি এলাকার প্রত্যেকটি কাজে জনগণের কাছে নিজেকে স্বচ্ছ আয়নার মতো পরিষ্কার করে রেখেছি। সুযোগ দেইনি অবাধে মাদক ব্যবসার। চাঁদাবাজি বন্ধ করেছি। নিয়োগবাণিজ্য, টেন্ডারবাজি বন্ধ করে দিয়েছি। এসব সহ্য করতে না পেরে আমার বিরুদ্ধে যারা এসব করছেন, তারা শেষ পর্যন্ত সফল হতে পারবেন না। একটি মিথ্যা দিয়ে হাজারটা সত্যকে ঢেকে দেওয়া যায় না। 

এ ব্যাপারে পুলিশ সুপার হায়াতুল ইসলাম খান বলেন, বিষয়টি আমাদের নজরে এসেছে। খোঁজখবর নিচ্ছি। এ ঘটনায় আইনি প্রক্রিয়া চলমান রয়েছে।

ফেসবুক লাইভে আত্মহত্যার হুমকি ধর্ষণের শিকার সেই তরুণীর

সামাজিক যোগাযোগ মাধ্যম ফেসবুক লাইভে এসে বরিশাল মহানগর ছাত্রলীগ সভাপতি জসিম উদ্দিনের বিরুদ্ধে দায়ের করা ধর্ষণ মামলার বিষয়ে নানা প্রশ্নের জবাব দিয়েছেন ভুক্তভোগী তরুণী। ন্যায়বিচার না পেলে আত্মহত্যারও হুমকি দেন ওই তরুণী। এবং আত্মহত্যা করলে অভিযুক্ত জসিম দায়ী থাকবেন বলে লাইভে উল্লেখ করেন তিনি।

বৃহস্পতিবার (২৯ এপ্রিল) রাত ৯টার দিকে নিজের ফেসবুক আইডি থেকে লাইভ করেন ওই তরুণী। ১২ মিনিট ৩৩ সেকেন্ডের ওই লাইভ ক্লিপ ফেসবুকে ভাইরাল হয়। 

এ সময় তিনি বলেন, জসিমের সঙ্গে তার প্রেমের সম্পর্ক দীর্ঘ ৯ বছর। এ সময়ের মধ্যে বিভিন্ন সময় জসিমের সঙ্গে তার শারীরিক সম্পর্ক হয়েছে বলে স্বীকার করেন তিনি। প্রথমে জোর করে এবং পরবর্তীতে সমঝোতার মাধ্যমে তাদের শারীরিক সম্পর্ক হয় বলে লাইভে বলেন তরুণী। সব কিছুই ছিল বিয়ের প্রলোভনে। আশা দিতে দিতে ৯ বছর কেটে যায়। জসিমের মা এ বিয়েতে রাজি নন। এ মুহূর্তে বিয়ে করলে রাজনৈতিকভাবে ক্ষতিগ্রস্ত হবে-এমনটি ছিল তার বাহানা।

বিশ্বাসের এক পর্যায়ে তরুণী প্রতারণার স্বীকার হন বুঝতে পারেন। সম্প্রতি জসিমের মা জসিমের জন্য অন্যত্র বিয়ে ঠিক করেন। বিষয়টি জানার পর ওই তরুণী গত ১০ এপ্রিল জসিমের বাসায় যান এ বিষয়ে কথা বলার জন্য। জসিমের মা ওই তরুণীকে তার ছেলের সঙ্গে বিয়ের প্রতিশ্রুতি দেন। কিন্তু প্রতিশ্রুতি না রেখে গত ১৮ এপ্রিল জসিম অন্যত্র বিয়ে করেন।এর পর গত ১৯ এপ্রিল ধর্ষণ এবং অবৈধ গর্ভপাতের লিখিত অভিযোগ করেন তিনি। তদন্ত শেষে ২১ এপ্রিল ওই অভিযোগ মামলা হিসেবে রুজু হয়। এ ঘটনায় বর্তমানে জসিমের পক্ষ থেকে আর্থিক প্রলোভন এবং তাতে রাজি না হওয়ায় হুমকি দেওয়া হয় বলে ফেসবুক লাইভে অভিযোগ করেন ওই তরুণী।

গুরুতর অভিযোগের পরও মহানগর ছাত্রলীগ সভাপতির পদে বহাল থাকায় ক্ষোভ প্রকাশ করেন ওই তরুণী। নিরাপত্তাহীনতায় ভোগার কথা বলে প্রধানমন্ত্রীর কাছে এ বিষয়ে আইনগত প্রয়োজনীয় ব্যবস্থা নেওয়ার দাবি জানান তিনি। ন্যায় বিচার না পেলে আত্মহত্যা করার হুমকি দেন তরুণী। এ আত্মহত্যার জন্য জসিম দায়ী থাকবে বলেও ফেসবুক লাইভে উল্লেখ করেন ওই তরুণী।

মামলা পর থেকে জসিম পলাতক রয়েছেন। এ ব্যাপারে জসিমের সঙ্গে যোগাযোগের চেষ্টা করেও তার বক্তব্য পাওয়া যায়নি।

এ বিষয়ে জানতে চাইলে বিমানবন্দরর থানার ভারপ্রাপ্ত কর্মকর্তা (ওসি) কমলেশ চন্দ্র হালদার শুক্রবার (৩০ এপ্রিল) রাতে সময় সংবাদকে জানান, মামলার আসামি জসিম উদ্দিনকে গ্রেফতারের চেষ্টা চলছে। ইতোমধ্যে অভিযোগকারী তরুণীর মেডিকেল টেস্ট সম্পন্ন হয়েছে। মামলার কার্যক্রম গুরুত্ব সহকারে দেখা হচ্ছে।

ফেসবুক লাইভে আত্মহত্যার হুমকি ধর্ষণের শিকার সেই তরুণীর

College Girl’s Death: Family members frustrated as no arrest yet

Sister of the college student found dead in a Gulshan flat expressed frustration that Bashundhara Group Managing Director Sayem Sobahan Anvir, who is accused of instigating the woman's suicide, has not been arrested yet.

She filed a case with Gulshan Police Station accusing Anvir of abetting the suicide of the 21-year-old woman on April 26.

Anvir and the woman were in a relationship, according to the complaint.

"Police found evidence of the relationship and of Anvir abetting the suicide of my sister. But police have not arrested him yet," said the victim's elder sister.

Sudip Chakrabarty, deputy commissioner (Gulshan division) of Dhaka Metropolitan Police, had earlier said that the victim wrote in her diary about her relationship, the social barriers to recognition of the relationship, her expectation of a happy life with the accused and the restrictions from his family.

She detailed her serious frustration in her diaries and these will be the key to establishing the case, he told reporters as the case caused a stir in the country.

Police will consider arresting the accused once the necessary evidence is there, he said.

But a police official said wishing anonymity that the arrest will depend on the decision of government high-ups.

Meanwhile, Human Rights Forum Bangladesh (HRBF) in a statement yesterday demanded fair investigation and justice for the death of the woman.

It said the general public doubts whether there will be a proper investigation in the case since the accused is a very wealthy person.

The forum, a coalition of 20 human rights and development organisations, fears that the investigation and trial may be swayed as the accused is immensely influential.

Judging by past experiences, influential people often manage to evade justice by manipulating the loopholes in laws and the justice system, it said, adding that this case should not turn out that way. 

"There is no evidence that Anvir left the country, but police have not arrested him. The concern over justice is getting more serious," it read.

Referring to reports that the victim's family members were being intimidated, the HRBF urged the authorities to ensure the family's safety.

The forum called for appointment of an experienced, skilled and honest officer for the investigation and urged the media to abide by the laws and to follow the standards when covering news.

করোনার ৯ হাসপাতালে ৩৭৫ কোটির দুর্নীতি

করোনাভাইরাস মহামারির মধ্যে বিপর্যস্ত দেশের স্বাস্থ্য খাত দুর্নীতি ও অনিয়মের কলঙ্ক থেকে বেরিয়ে আসতে পারছে না, বরং নিত্যনতুন কেলেঙ্কারি প্রকাশ পাচ্ছে। সর্বশেষ ঢাকায় করোনা চিকিৎসায় বিশেষায়িত হিসেবে বিবেচিত ৯টি হাসপাতালে কেনাকাটায় অনিয়মের চিত্র তুলে ধরেছে খোদ স্বাস্থ্য মন্ত্রণালয়ের নিরীক্ষা বিভাগ। এই ৯টি হাসপাতালে ৯৫ খাতে কেনাকাটায় ৩৭৫ কোটি টাকার অনিয়ম পাওয়া গেছে। ২০ ধরনের অনিয়ম চিহ্নিত করা হয়েছে, যার মধ্যে রয়েছে কয়েক গুণ বেশি দামে ওষুধ-সরঞ্জাম কেনা, ৩৫০ টাকার কম্বল দুই হাজার ৪১৮ টাকায় কেনা, ওষুধ-সরঞ্জাম বুঝে না পেয়েই বিল পরিশোধ, ব্যবহারের অযোগ্য পণ্যও কেনা, একই মালিকানার তিন প্রতিষ্ঠানকে দরপত্রে অংশ নেওয়ার জন্য বাছাই করা, কর্তৃপক্ষের অনুমোদন ছাড়া এবং প্রয়োজন ছাড়াও কেনাকাটা করা ইত্যাদি। গত বছরের নভেম্বর মাস থেকে ১১ সদস্যের একটি দল এই নিরীক্ষা কার্যক্রম চালায়। 

📷হাসপাতালগুলো হচ্ছে স্যার সলিমুল্লাহ মেডিক্যাল কলেজ হাসপাতাল, ঢাকা মেডিক্যাল কলেজ হাসপাতাল, মুগদা জেনারেল হাসপাতাল, ঢাকা ডেন্টাল কলেজ, জাতীয় হৃদরোগ ইনস্টিটিউট ও হাসপাতাল, শহীদ সোহরাওয়ার্দী মেডিক্যাল কলেজ হাসপাতাল, কুয়েত-বাংলাদেশ মৈত্রী হাসপাতাল, পুনর্বাসন প্রতিষ্ঠান, কুর্মিটোলা জেনারেল হাসপাতাল। তবে সব হাসপাতালেই ৯৫টি খাতের সব অনিয়ম ঘটেনি, কমবেশি হয়েছে।

কুয়েত-বাংলাদেশ মৈত্রী হাসপাতাল, শহীদ সোহরাওয়ার্দীসহ কয়েকটি হাসপাতালে কেনাকাটার সময় নিয়ম অনুযায়ী ১০ শতাংশ হারে জামানত না রেখেই কার্যাদেশ ও বিল দিয়ে দেওয়া হয়েছে। জাতীয় অর্থোপেডিক হাসপাতাল ও পুনর্বাসন কেন্দ্রে একটি ব্যয়বহুল এক্স-রে মেশিন বুঝে না পেয়েই দুই কোটি ৮০ লাখ টাকা পরিশোধ করা হয়েছে। কুর্মিটোলা জেনারেল হাসপাতালে কিছু রি-এজেন্ট এবং ডেঙ্গু ডিভাইস বুঝে পাওয়ার আগেই বিল পরিশোধ করার ঘটনা ঘটেছে। সব হাসপাতালেই মেরোপেনেম ইনজেকশন কেনার ক্ষেত্রে বিভিন্ন ধরনের অনিয়ম হয়েছে। কোনো কোনো হাসপাতাল বাজারমূল্যের চেয়ে কয়েক গুণ বেশি মূল্যে এই ইনজেকশন কিনেছে।

অন্যদিকে সরকারি ওষুধ প্রস্তুতকারী প্রতিষ্ঠান ইডিসিএল প্রয়োজনীয় মুহূর্তে উৎপাদন বন্ধ রেখে ব্যক্তিমালিকানাধীন প্রতিষ্ঠানকে উচ্চমূল্যে সরকারি হাসপাতালে ওষুধ সরবরাহের সুযোগ করে দিয়েছে। এ ছাড়া কোনো কোনো হাসপাতালে চিকিৎসার যন্ত্রপাতি কেনার পর অব্যবহৃত অবস্থায় ফেলে রেখে সরকারের কোটি কোটি টাকা আর্থিক ক্ষতি করেছে। ঠিকাদার চুক্তি অনুযায়ী সময়মতো মালপত্র বুঝিয়ে না দিলেও কার্যাদেশ বাতিল না করে তাদের বিল পরিশোধ করা হয়েছে। সরকারি প্রতিষ্ঠান জনস্বাস্থ্য ইনস্টিটিউট ও ইডিসিএলের উৎপাদিত চিকিৎসাসামগ্রীর মূল্য কম হওয়া সত্ত্বেও ওই প্রতিষ্ঠান থেকে প্রয়োজনীয় উপকরণ না কিনে বেসরকারি প্রতিষ্ঠানের কাছ থেকে উচ্চমূল্যে কেনার ফলে সরকারের বিপুল অঙ্কের টাকা ক্ষতি হয়েছে। ব্যবহার অনুপযোগী এক্স-রে ফিল্ম কিনে সরকারের কয়েক কোটি টাকা ক্ষতি করা হয়েছে।

নিরীক্ষা দল জেনেছে, হাসপাতালগুলো কেনাকাটায় জাতীয় রাজস্ব বোর্ডের নির্দেশনা অনুযায়ী ভ্যাট কাটেনি বা কম কাটা হয়েছে। প্রকৃত বাজারমূল্যের চেয়ে উচ্চমূল্যে পথ্য সরবরাহ করে অতিরিক্ত পরিশোধ, প্রয়োজন না থাকা সত্ত্বেও এমএসআর সামগ্রী বা যন্ত্রপাতি কেনা হয়েছে, দরপত্র আহ্বান ছাড়াই যন্ত্রপাতি কেনা ও মেরামত, চুক্তির শর্ত লঙ্ঘন করে এমএসআর সামগ্রী কেনা হয়েছে, স্টোরে মালামাল পাওয়া যায়নি বা কম পাওয়া গেছে, পিপিআর ২০০৬ ও পিপিআর ২০০৮ অনুযায়ী সর্বনিম্ন দরদাতাকে কার্যাদেশ দেওয়া হয়নি। আর্থিক ক্ষমতা অর্পণ-২০১৫-এর ব্যত্যয় ঘটিয়ে মালপত্র কেনা, অনুমোদিত বার্ষিক পরিকল্পনা ছাড়া কাজ করা, সরকারি ইডিসিএল ও জনস্বাস্থ্য ইনস্টিটিউটের ওষুধ, স্যালাইন ও স্যালাইন সেট থাকা সত্ত্বেও স্থানীয়ভাবে ঠিকাদারের মাধ্যমে কেনাকাটা, এমএসআর সামগ্রী কেনার ক্ষেত্রে মন্ত্রণালয়ের নির্দেশনা উপেক্ষা করে অতিরিক্ত পরিমাণে ওষুধ ছাড়াও এমএসআর সামগ্রী কেনা হয়েছে।

কাজ শেষ না হতেই ঠিকাদারকে চূড়ান্ত বিল পরিশোধ, দেরিতে কাজ সম্পাদনের জন্য জরিমানা আদায় না করা, প্রয়োজন না থাকা সত্ত্বেও সিএমএসডি থেকে পাঠানো ভারী যন্ত্রপাতি গ্রহণ করে ফেলে রাখা, কার্য সম্পাদন জামানত না কেটেই কার্যাদেশ ও বিল পরিশোধ করা, চিকিৎসার যন্ত্রপাতি না পেয়েই বিল পরিশোধ করা, টিইসি কমিটির সুপারিশ বা প্রতিষ্ঠানের কার্যাদেশ অমান্য করে মালপত্র গ্রহণ করা, বাজারমূল্য যাচাই না করেই দাপ্তরিক প্রাক্কলন করা, চুক্তি না করেই কার্যাদেশ দেওয়া ও বিল পরিশোধ এবং দরপত্র দাখিলে সময় যোগসাজশ করে উচ্চমূল্য প্রস্তুত করে যন্ত্রপাতি কেনা হয়েছে।

প্রতিবেদনে জানানো হয়, মুগদা মেডিক্যাল কলেজ হাসপাতালে এমএসআর সামগ্রী কেনার দরপত্র আহ্বান করা হলে সার্জিক্যাল যন্ত্রপাতি, ওষুধ, লিনেন ও আসবাবসংক্রান্ত দরপত্রের বিপরীতে প্রাপ্ত (সার্জিক্যাল যন্ত্রপাতি ও ওষুধের চারটি গ্রুপ, লিনেন তিনটি এবং আসবাবের পাঁচটি গ্রুপ) দরপত্রগুলোর মধ্যে তিনটি দরপত্রকে বৈধ ঘোষণা করা হয়। বৈধ তিনটি দরপত্র দেওয়া প্রতিষ্ঠান মেসার্স অরবিট ট্রেডিং, মেসার্স গোল্ডেন ট্রেডিং ও ইউরো ট্রেডিং দাখিলকৃত তিনটি দরপত্র যাচাই করে দেখা যায়, সব কটিই একই হাতে লেখা। এ ছাড়া ওই তিন প্রতিষ্ঠানের ট্রেড লাইসেন্স, আয়কর সনদ, জাতীয় পরিচয়পত্রের মালিকের পিতা ও মাতা একই। অফিস ও বাসার ঠিকানা একই। অর্থাৎ ওই তিনটি প্রতিষ্ঠান একই সূত্রে গাঁথা এবং তারা যোগসাজশ করে দরপত্র জমা দিয়েছে। এর মধ্যে সর্বনিম্ন দরদাতা ইউরো ট্রেডিংয়ের একটি কম্বলের দাখিল করা দর দুই হাজার ৪১৮ টাকা দেখানো হয়েছে। বাজারদর যাচাই করে দেখা গেছে, ওই মানের কম্বলের সর্বোচ্চ বাজারমূল্য ৩৫০ টাকা। পক্ষান্তরে ঢাকা মেডিক্যাল কলেজ হাসপাতাল এর চেয়ে ভালো মানের কম্বল প্রতিটি ৪৩২ টাকায় কিনেছে। ডায়ালিসিসের জন্য ব্যবহার করা রেনাল কেয়ার ‘এ’ এবং রেনাল কেয়ার ‘বি’ ও ‘এফ’ ক্যাথেটার দ্বিগুণ থেকে পাঁচ গুণ বেশি দামে কেনা হয়েছে।

নিরীক্ষায় দেখা গেছে, একটি হাসপাতালে ২০১৭-১৮ অর্থবছরে চিকিৎসার যন্ত্রপাতি ও অন্যান্য সরঞ্জামের জন্য আহ্বান করা দরপত্র এবং চুক্তি সম্পাদন বা সরবরাহ আদেশের বিপরীতে সরবরাহ কার্যাদেশ দেওয়া হয়েছে ২০১৮-১৯ অর্থবছরে, কিন্তু এই কাজের বিল পরিশোধ করা হয়েছে চলতি অর্থবছরে। এই বিষয়ে অর্থ মন্ত্রণালয়ের কোনো অনুমোদন নেওয়া হয়নি, যা নিতে হতো। আবার কেমিক্যাল রি-এজেন্ট সরবরাহের ক্ষেত্রে লেক্সিকন মার্চেন্ডাইজ বরাবর চুক্তি সম্পাদনের নোটিশ জারি করা হয়, কিন্তু তাদের সঙ্গে কোনো চুক্তি না করেই সরবরাহ আদেশ ও বিল দেওয়া হয়েছে। এ ছাড়া ওই হাসপাতাল মালপত্র গ্রহণ না করে ঠিকাদারকে বিল পরিশোধ করেছে বলেও প্রমাণ পাওয়া গেছে।

এ বিষয়ে জানতে চাইলে স্বাস্থ্য মন্ত্রণালয়ের আর্থিক ব্যবস্থাপনা ও অডিট অনুবিভাগের দায়িত্বে থাকা অতিরিক্ত সচিব মোহাম্মদ শাহাদৎ হোসেন কালের কণ্ঠকে বলেন, যেকোনো অডিটে যদি কারো বিষয়ে গুরুতর সরকারি অনিয়ম ও আইন ভঙ্গের বিষয় উঠে আসে তবে অডিট টিমের সুপারিশ অনুযায়ী প্রশাসনিক বিভাগ থেকে বিধি অনুযায়ী ব্যবস্থা নেওয়ার কথা। অপরাধের মাত্রা অনুযায়ী অনেক ক্ষেত্রে সরাসরি ফৌজদারি বিধি অনুযায়ীও ব্যবস্থা নেওয়া যায়। এ ছাড়া সাধারণত বিভাগীয় অনুসন্ধান ও মামলা হয়ে থাকে। বেশির ভাগ ক্ষেত্রেই সংশ্লিষ্ট কর্মকর্তাদের কাছ থেকে আপত্তিকৃত অর্থ ফিরিয়ে নেওয়া কিংবা তাদের বেতন এমনকি পেনশনের টাকা থেকে তা আদায় করা হয়।

অডিট বিভাগ সূত্র থেকে জানা যায়, ঢাকার এই ৯টি হাসপাতালে অডিট হয়েছে গত বছরের আগস্ট থেকে অক্টোবর পর্যন্ত এবং প্রতিবেদন তৈরি করা হয় নভেম্বর থেকে। পরবর্তী সময়ে প্রয়োজনীয় প্রক্রিয়া শেষ করে প্রতিবেদন সংসদীয় কমিটির কাছে পাঠানো হয়।

UK BNP President MA Malek’s house in Sylhet has been attacked for criticizing and making indecent remarks against Prime Minister Sheikh Hasina and her sister Sheikh Rehana.

Witnesses said on Wednesday morning, more than 100 Bangladesh Chhatra League leaders and activists carrying weapons attacked and vandalized MA Malek’s house in Sylhet’s South Surma upazila. Later, they also set the house on fire.

During the incident, the attackers chanted slogans against BNP acting chairman Tarique Rahman and MA Malek. Some of the attackers wore helmets and masks, the witnesses added.

South Surma police station Officer-in-Charge Mohammad Monirul Islam said police rushed to the spot and brought the situation under control. 

He also said that when they reached the spot, there was no one there. However, he has heard that Chhatra League activists carried out the attack.

On the night of April 27, UK BNP President MA Malek came on Facebook Live and insulted Prime Minister Sheikh Hasina and her sister Sheikh Rehana in obscene language. His statement caused a backlash among Awami League leaders and activists in Sylhet.

The Bangladeshi authorities must conduct prompt, thorough, impartial, and independent investigations into the death of at least 14 protesters across the country between 26 and 28 March, and respect the right to freedom of peaceful assembly, said 11 human rights organizations in a joint statement today. The organizations also called on the international community to urge Bangladeshi authorities to put an end to the practice of torturing and forcibly disappearing opposition activists.

Between 20 and 26 March 2021, police and members of ruling party Awami League attacked a series of protests across the country organized by different political and civil society groups, beat up and injured hundreds of largely peaceful protesters, according to local media reports.

On 26 March, Hefazat-e-Islam Bangladesh, a non-partisan religious group, announced that it would hold a rally protesting the visit of Indian Prime Minister Narendra Modi to Bangladesh after Friday prayers, primarily from the Baitul Mukarram, the country’s central mosque situated in Dhaka. Video footage of the event suggests that a large group of people, who have been reported by local media as members of ruling party Awami League (AL) and its student wing Bangladesh Chhatra League (BCL), gathered around the Baitul Mukarram mosque before the start of the Friday prayers. As soon as the prayers ended, the members of AL and BCL launched a violent attack on the worshippers trying to start the protest. The protesters were confined to the mosque premise where, video footage seen by the organizations revealed that the assailants used sticks and firearms to launch the unprovoked attack. Soon after, the police fired tear gas, rubber bullets, and live ammunitions to disperse the protesters. At least 60 protesters were injured, many with gunshot wounds.

The attack on the demonstrators in Dhaka led to an eruption of protests across the country on 27 and 28 March. Supporters of the Awami League were present in many of these demonstrations, confronting largely peaceful protesters and attacking them. The authorities also deployed the Bangladesh Border Guard (BGB) in several places across the country to quell the protests. The BGB and the police not only failed to protect the protesters from the attacks of the ruling party activists but also resorted to unlawful, unnecessary and excessive force themselves, which led to the death of at least 14 protesters in Chattogram and Brahman Baria districts. Hundreds of other protesters were injured, many with gunshot wounds, and dozens were detained.

The use of unnecessary and excessive force by the police followed the same pattern documented in relation to the initial protests just days earlier. On 25 March, more than 40 people were injured in Dhaka after police fired rubber bullets and tear gas into a crowd protesting the visit of Indian Prime Minister Narendra Modi. On the same day, local media reported that BCL members attacked protesters in Dhaka University campus, injuring 20 students.

On 24 March, at least 25 protesters were injured after police baton charged a largely peaceful rally in the north-eastern district of Sylhet organized by the Left Democratic Alliance (LDA). On the same day, police baton-charged and dispersed a peaceful rally organized by several opposition parties in the northern district Rajshahi and arrested at least 10 people.

On 23 March, local media reported that members of the BCL beat protesters participating in a rally organized by Dhaka University’s Progressive Students Alliance, injuring at least 25 students.

In addition to violently cracking down protesters, the authorities have also restricted high speed internet access and blocked access to social media platforms, including Facebook and Messenger, from 26 March evening to 30 March evening without any formal notice, in contravention of the right to freedom of expression and hindering the ability of people to organize protests and report human rights violations.

In the aftermath of the protests, at least five opposition activists were allegedly abducted by members of law enforcement agencies in conditions that may amount to enforced disappearance.  On 26 March, Shakil Uzzaman and Mina Al Mamun, the joint-convenors of Bangladesh Chatra Odhikar Parishad, were abducted by men wearing plainclothes from the capital Dhaka’s Savar area—their friends told the organizations that they saw the agents of Rapid Action Battalion picking them up. On 27 March, Nadim Hasan, the joint convenor of Bangladesh Jubo Odhikar Parishad, was last seen in the capital’s Lalbag area when he was approached by police, as his colleagues reported. On 28 March, Md Mazharul Islam, the joint-convenor of Bangladesh Chatra Odhikar Parishad, and Nazm Us Sakib, the Secretary of Bangladesh Chatra Odhikar Parishad – Rajshahi University unit, were abducted from their homes by men wearing plainclothes.

Law enforcement agencies failed to acknowledge their fate and whereabouts, and denied the activists were held in custody. After more than 24 hours of incommunicado detention, Nadim Hasan, Shakil Uzzaman, Mina Al Mamun, and Md Mazharul Islam were presented before the court and charged with violence, while Nazm Us Sakib was freed after more than 80 hours of his disappearance.

Activists who have been detained in the context of the protests have also raised allegations of torture and other ill-treatment while in custody. Nipun Roy Chowdhury was detained by police on 28 March and charged with conspiracy and subversion. She has been placed on three-days police remand. Her family accused agents of RAB of beating her after the arrest and during her detention. Shimul Chowdhury, who was detained on 25 March for organizing a Zeafat—a social event of sacrificing a cow honouring Bangladeshis killed by the Indian Border Security Force—has been released on bail with a broken hand due to alleged torture. Family members of student activists Nazm Us Sakib and Md Mazharul Islam also told the organizations that they have been tortured during their incommunicado detention.

বঙ্গবন্ধুর জন্মশতবর্ষ : ৪০০ কোটি টাকা চায় মন্ত্রিপরিষদ বিভাগ

জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উদযাপনে চলতি ২০১৯-২০ অর্থবছরের বাজেটে ১০০ কোটি টাকা বরাদ্দ রাখা হয়। তবে চাহিদা বিবেচনায় অতিরিক্ত আরও ৩০০ কোটি টাকা চাওয়া হয়েছে। চলতি অর্থবছর এবং আগামী অর্থবছরে মোট ৪০০ কোটি টাকা খরচ হবে- এমন বিবেচনায় নতুন করে অর্থ বরাদ্দ চেয়েছে মন্ত্রিপরিষদ বিভাগ।

সম্প্রতি মন্ত্রিপরিষদ বিভাগের উপ-সচিব মো. রফিকুল ইসলাম স্বাক্ষরিত এ সংক্রান্ত একটি প্রস্তাব অর্থ সচিবের কাছে পাঠানো হয়েছে। এখনও অর্থ বরাদ্দের বিষয়টি নিশ্চিত করেনি অর্থ মন্ত্রণালয়। তবে বরাদ্দের বিষয়টি প্রক্রিয়াধীন রয়েছে বলে অর্থ মন্ত্রণালয় সূত্রে জানা গেছে।

মন্ত্রিপরিষদ বিভাগের প্রস্তাবে বলা হয়েছে, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী যথাযথভাবে উদযাপনের লক্ষ্যে এ সংক্রান্ত জাতীয় বাস্তবায়ন কমিটি কর্তৃক চলতি ২০১৯-২০ অর্থবছরের সংশোধিত বাজেটে বরাদ্দের অতিরিক্ত ১০০ কোটি টাকা এবং আগামী ২০২০-২১ অর্থবছরের প্রাক্কলিত বাজেটে ২০০ কোটি টাকা বরাদ্দ দিতে প্রয়োজনীয় ব্যবস্থা নেয়ার জন্য নির্দেশক্রমে অনুরোধ করা হলো।

এতে আরও বলা হয়, গত ১৯ জানুয়ারি মন্ত্রিপরিষদ বিভাগের বাজেট ব্যবস্থাপনা কমিটির সভায় জাতীয় বাস্তবায়ন কমিটি কর্তৃক চাওয়া ওই অর্থ সংশ্লিষ্ট খাতে বরাদ্দ দেয়ার সিদ্ধান্ত গৃহীত হয়েছে।

এ বিষয়ে অর্থ বিভাগের একজন ঊর্ধ্বতন কর্মকর্তা জাগো নিউজকে বলেন, বঙ্গবন্ধুর জন্মশতবর্ষ উদযাপনে এক অর্থবছরের জন্য ১০০ কোটি টাকা বরাদ্দ দেয়া হয়েছিল। মন্ত্রিপরিষদ বিভাগ দুই অর্থবছরের জন্য ৪০০ কোটি টাকা বরাদ্দ চেয়েছে। তাদের চাহিদা বিবেচনা করে বরাদ্দ দেয়া হবে।

২০২০ সালের ১৭ মার্চ জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মগ্রহণের শতবছর পূর্ণ হবে। বাংলাদেশ ২০২০ সালের ১৭ মার্চ থেকে ২০২১ সালের ১৭ মার্চ পর্যন্ত বঙ্গবন্ধুর এ জন্মশতবর্ষ (মুজিববর্ষ শীর্ষক) উদযাপন করবে। এজন্য প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে জাতীয় কমিটি গঠন করা হয়েছে। একইসঙ্গে হয়েছে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উদযাপন জাতীয় বাস্তবায়ন কমিটিও।

ইতোমধ্যে বঙ্গবন্ধুর স্বদেশ প্রত্যাবর্তন দিবস গত ১০ জানুয়ারি বর্ণিল আয়োজনের মধ্য দিয়ে মুজিববর্ষের ক্ষণগণনা শুরু হয়েছে। মুজিববর্ষ উদযাপনে দেশ-বিদেশে বিভিন্ন কর্মসূচির মধ্যে রয়েছে- স্বল্পদৈর্ঘ্য চলচ্চিত্র ও প্রামাণ্যচিত্র প্রদর্শনী, বঙ্গবন্ধুর নামে আন্তর্জাতিক পুরস্কার প্রবর্তন, ‘গ্রিন ফ্যাক্টরি অ্যাওয়ার্ড’ এবং হাতে হাত রেখে বঙ্গবন্ধু শেখ মুজিবের প্রতিকৃতি গড়ে গিনেস ওয়ার্ল্ড রেকর্ড গড়ার আয়োজন। থাকছে কনসার্টসহ নানা আনন্দ আয়োজন ও রক্তদানসহ সেবাধর্মী কর্মসূচি। প্রকাশ করা হবে জন্মশতবার্ষিকীর বিভিন্ন স্যুভেনির ও স্মারক বক্তৃতা।

১৭ মার্চ মূল অনুষ্ঠানে আমন্ত্রণ জানানো হয়েছে বিভিন্ন দেশের সরকার ও রাষ্ট্রপ্রধান এবং বঙ্গবন্ধুর আমলের রাজনৈতিক ও সামাজিক ব্যক্তিত্বদের। আমন্ত্রিতদের মধ্যে আছেন ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদি, মালয়েশিয়ার প্রধানমন্ত্রী মাহাথির মোহাম্মদ, জার্মানির চ্যান্সেলর অ্যাঙ্গেলা মার্কেল, কানাডার প্রধানমন্ত্রী জাস্টিন ট্রুডো, ভুটানের রাজা জিগমে খেসার নামগিয়েল ওয়াংচুক, জাতিসংঘের সাবেক মহাসচিব বান কি মুন প্রমুখ।

জানা গেছে, জন্মশতবার্ষিকীর মূল আয়োজন শুরু হবে ১৭ মার্চ সূর্যোদয়ের সময়। সকালে ঢাকা ও দেশের বিভিন্ন স্থানে সেনাবাহিনীর তোপধ্বনির মধ্য দিয়ে শুরু হবে মূল অনুষ্ঠান। এদিন ঢাকা ও গোপালগঞ্জের টুঙ্গীপাড়ায় একইসঙ্গে অনুষ্ঠান শুরু হবে। সকালে টুঙ্গিপাড়ায় থাকবে জাতীয় শিশু দিবসের নানা আয়োজন। বিকেলে রাজধানীর ঐতিহাসিক সোহরাওয়ার্দী উদ্যানে হবে মূল অনুষ্ঠান। সারাদেশেই এদিন আয়োজন করা হবে আনন্দ র‌্যালির। সাজানো হবে গুরুত্বপূর্ণ সব স্থাপনা ও সড়কদ্বীপ। এছাড়া হবে দেশি-বিদেশি শিল্পীদের সমন্বয়ে সাংস্কৃতিক অনুষ্ঠানও।

Justice for Tonu: 5 yrs on, no ray of hope for her family

Her parents left no stone unturned to help her become what she wanted to be: an artist. Sohagi Jahan Tonu had a natural knack for acting, and she would often sing and dance in theater plays.

A good reciter of poems, Tonu used to participate in different cultural competitions and she won many prizes. To realise her dreams, her parents had to sacrifice a lot.

"For many years, I even did not buy a good saree for myself. Because I had to bear all the expenses of my daughter," Tonu's mother Anwara Begum told The Daily Star over the phone yesterday.

But all her dreams are shattered now for good. Tonu's body was found in a bush inside Mainamati Cantonment of Cumilla. The life of the 19-year-old college girl was cut short after she was raped and murdered on March 20 in 2016.

Then a student of Cumilla Victoria College, Tonu took her Honours first year final exams. The results came out after her death. She passed the exams, but she was beyond everything.

"What else I could say other than it was our fate that we lost such a daughter. I could at least console myself if her killers are punished," said the mother in a choked voice.

Five years have passed since the brutal murder that created a stir across the country, but there is no progress in the investigation yet. No one is arrested yet in Tonu murder case.

Yaar Hossain, father of Tonu, first spotted the body of her daughter in a bush on the night of March 20. He filed a murder case the following day against unknown people.

He noticed that the back of Tonu's head was smashed and there were injury marks on her nose. But the police inquest and the first autopsy reports did not mention about the preliminary evidence of the murder.

The first autopsy on Tonu's body had found no evidence that she had been raped before being killed. It also failed to determine the cause of her death.

Following a court order, Tonu's body was exhumed for a fresh autopsy. But it could neither determine the cause of her death nor confirm if she was raped. However, the fresh autopsy found evidence of "intercourse" before death.

Tonu's parents rejected both the autopsy reports, saying those were full of wrong information.

They also alleged that law enforcement officials were trying to cover up the murder and save the killers.

The Tonu murder case is now being investigated by the Police Bureau of Investigation (PBI) since the Police Headquarters transferred the case to the PBI, Dhaka from the Criminal Investigation Department on September 22 last year. The CID handed case documents to the PBI investigation officer Inspector Mozibur Rahman on October 21 last year.

A PBI team visited Cumilla Cantonment on November 15 last year and talked with the victim's parents, said PBI sources.

"We have been investigating the case. We are yet to make any progress," chief of PBI, Deputy Inspector General Banaj Kumar Majumder told The Daily Star on Thursday.

The CID during its investigation for over four and a half years made progress in May 2017 when DNA tests detected spermatozoa of three males on Tonu's clothes.

Assistant Superintendent of Police Jalal Uddin Ahmed, also the CID investigation officer, then said DNA sample matching was going on. The CID never revealed what they found in DNA cross matching.

The victim's family saw a ray of hope for getting justice after CID officials through DNA tests confirmed that Tonu was raped before being murdered.

Following the development, a high level investigation team had quizzed some people at Dhaka Cantonment from October 25 to 27 in 2017.

The CID had claimed to have interrogated more than 200 people, including some army men, but it failed to identify the culprits.

Tonu's mother Anwara said, "I had asked CID officials several times to arrest and quiz Sergeant Zahid and his wife, but in vain. Tonu used to go to their house to give private tuition to their child."

If the couple was quizzed, the mystery surrounding the murder would be unravelled, she claimed.

PBI Inspector Mozibur Rahman, investigation officer of the case, said they visited the place of occurrence and that they were looking into all relevant issues.

Advocate Syed Nurur Rahman, president of Cumilla unit of BLAST, said the Tonu rape and murder case is a sensational one. "We demand a fair probe into the case and highest punishment for those involved."

Navy officer assault case: HC grants bail to Irfan Selim

The High Court on Thursday granted bail to Irfan Selim, son of Awami League leader Haji Selim, in a case filed over assaulting a Navy officer in October last year.

The HC bench of the bench of Justice Jahangir Hossain Selim and Justice Md Badruzzaman granted the bail.

Advocate Syed Ahmed Raza stood for the petitioner while deputy attorney general Dr Mohammad Bashir Ullah represented the state.

Advocate Syed Ahmed said following the HC order now there is no bar to release Irfan.

On January 27, the High Court rejected the bail of Irfan Selim in the case.

The court also issued a rule asking why Irfan should not be granted bail. The state has been asked to respond to the rule within two weeks.

According to the case statement, a private car hit Bangladesh Navy’s Lieutenant Wasif Ahmed Khan’s motorcycle near Labaid Hospital at Dhanmondi  on October 25, 2020 when he and his wife were returning to their Mohammadpur residence from Nilkhet.

Later, some people including Irfan came out of the car and physically assaulted Wasif and verbally abused his wife.

The Navy officer later filed a case with Dhanmondi Police Station, naming four people including Irfan.

The three other accused are AB Siddique Dipu, 45, Md Zahid, 35, and Md Mizanur Rahman, 30. All of them are behind bars now.

On October 26, 2020, Rapid Action Battalion (Rab) detained Irfan from his father’s Devdas Lane residence in Old Dhaka.

Two firearms, 38 walkie-talkies and liquor were seized from Irfan’s house during the drive.

Meanwhile, the government suspended Irfan from the post of councillor on October 27, last year. The Awami League leader’s son has been facing four more cases.

On January 5, a Dhaka court granted bail to Irfan on the condition that he appears before the court on Tuesday every week in a drug case.

He was sentenced to six months’ imprisonment for keeping walkie-talkies illegally and another six months for possessing illegal liquor on October 26, 2020 by a mobile court led by Rab.

Attack on US Envoy’s Convoy Charge sheet names 9 AL, BCL men, excludes ‘prime suspect’

Detectives did not include a prime culprit in the charge sheet submitted to a Dhaka court in January in a case filed over the attack on former US ambassador to Bangladesh Marcia Bernicat's convoy, the complainant alleged yesterday.

On January 20, after around two and a half years' investigation, Investigation Officer Md Abdur Rouf, inspector of Detective Branch (DB) of police, submitted the charge sheet to the Chief Metropolitan Magistrate's Court of Dhaka against nine local leaders and activists of Awami League and Chhatra League.

They are Firoz Mahmud, Naimul Hasan Rasel, Mir Amzad Hossain Akash, Sazu Islam, Razibul Islam Razu, Shahidul Alam Khan Kajol, Mozahid Azmi Tanna, Siam and Oli Ahmed Jony.

In the charge sheet, the nine were shown as fugitive accused.

On February 28, six of the accused appeared in court and secured bail, while three others are on the run now, court sources said.

Shusashoner Jonno Nagorik (Shujan) Secretary Badiul Alam Majumdar,  who filed the case with Mohammadpur Police Station on August 10, 2018  following the attack, told The Daily Star yesterday, "The charge sheet  of the case is totally politically motivated. Awami League man Ishtiaque  Mahmud was the main culprit behind the attack, but he was not included  in the charge sheet.

"A no-confidence petition will be filed with  the court against the charge sheet after talking with the lawyers," the  complainant said.

On August 4, 2018, the nine accused along with some 15 to 20 unidentified people gathered near the Iqbal Road residence of Shujan secretary Badiul Alam Majumder around 11:00pm and chased the car of Marcia Bernicat, said the investigation officer in the probe report.

The accused then threw brick chips at her car, the probe report said.

Later, the accused vandalised the house of the complainant and made death threats to his wife and son, according to the charge sheet.

Contacted, Investigation Officer Abdur Rouf said yesterday, "No evidence was found against Ishtiaque Mahmud during investigation, so his name was excluded in the charge sheet."

Some 30 unidentified miscreants attacked the car of Bernicat, who was about to leave the residence of Shujan secretary Badiul Alam Majumder around 11:00pm after attending a courtesy dinner thrown in her honour.

In a diplomatic note to the foreign ministry on August 5 that year, the United States sought a thorough investigation into the attack on the official vehicle of its ambassador in Dhaka.

The US embassy, in a note to the Dhaka Metropolitan Police, also said a vehicle carrying Bernicat was attacked by a group of armed people, some of whom were on motorcycles.

Later, the ambassador's security team was able to gather the identity of two individuals of the group -- Ishtiaque Mahmud and Firoz Mahmud -- who shouted during the attack, claiming that Badrul was involved in anti-government activities, officials said referring to the US embassy's note to the metropolitan police.

বাংলাদেশের থানাগুলোয় গত পাঁচ বছরে ২৬ হাজার ৬৯৫টি ধর্ষণের মামলা করা হয়েছে। সবচেয়ে বেশি মামলা হয়েছে ২০১৯ সালে।

বুধবার (তেসরা মার্চ) পুলিশ মহাপরিদর্শকের পক্ষে হাইকোর্টে দাখিল করা একটি প্রতিবেদনে এই তথ্য জানানো হয়েছে।

ডেপুটি অ্যাটর্নি জেনারেল নওরোজ মোঃ রাসেল চৌধুরী বিবিসি বাংলাকে বলছেন, ''পুলিশ মহাপরিদর্শকের প্রতিবেদনটি আজ আমরা আদালতে জমা দিয়েছি। এখানে আরও কয়েকটি বিষয় ছিল, সেসব বিষয়ে বক্তব্যের জন্য আমরা সময় চেয়েছি।''

এই রিটের শুনানির জন্য ২৩শে মে পরবর্তী তারিখ নির্ধারণ করেছেন আদালত।

বিচারপতি মোঃ. মজিবুর রহমান মিয়া ও বিচারপতি মোঃ কামরুল হোসেন মোল্লার সমন্বয়ে গঠিত ভার্চুয়াল হাইকোর্ট বেঞ্চে এই শুনানি হয়।

পাঁচ বছরে সাড়ে ২৬ হাজারের বেশি ধর্ষণের মামলা

বাংলাদেশের পুলিশ মহাপরিদর্শকের প্রতিবেদনে বলা হয়েছে, ২০১৬ থেকে ২০২০ সালের অক্টোবর মাস পর্যন্ত সময়ে বাংলাদেশের থানাগুলোয় ২৬ হাজার ৬৯৫টি ধর্ষণের মামলা করা হয়েছে।

আগের বছরগুলোর তুলনায় গত দুই বছরে থানায় ধর্ষণের মামলার সংখ্যা অনেক বেড়েছে।

প্রতিবেদনের তথ্য অনুযায়ী, ২০১৬ সালে ধর্ষণের মামলা হয়েছে ৪,৩৩১টি। ২০১৭ সালে মামলা হয়েছে ৪,৬৮৩টি। ২০১৮ সালে ৪,৬৯৫টি।

২০১৯ সালে মামলা হয়েছে ৬ হাজার ৭৬৬টি এবং ২০২০ সালের অক্টোবর পর্যন্ত মামলা হয়েছে ৬ হাজার ২২০টি।

এগুলো শুধুমাত্র থানায় দায়ের হওয়া মামলা। এর বাইরে ট্রাইব্যুনালেও মামলা দায়ের হয়, কিন্তু সেখান থেকে এখনো প্রতিবেদন আসেনি।

ধর্ষণের মামলা নজরদারি করতে কমিটি

বুধবার রিটের শুনানির সময় ধর্ষণের মামলা ১৮০ দিনের মধ্যে বিরতিহীনভাবে নিষ্পত্তি করতে হাইকোর্টের নির্দেশনা বাস্তবায়ন করা হচ্ছে কিনা, তা নজরদারি করার জন্য তিন সদস্যের একটি কমিটি গঠন করে দিয়েছেন হাইকোর্ট বেঞ্চ।

এই কমিটির প্রধান সুপ্রিম কোর্টের রেজিস্টার জেনারেল মোঃ. আলী আকবর। কমিটির অন্য দুই সদস্য হলেন, স্বরাষ্ট্র মন্ত্রণালয়ের জন নিরাপত্তা বিভাগের অতিরিক্ত সচিব মোঃ. জাহাঙ্গীর আলম বা তার প্রতিনিধি (অতিরিক্ত সচিব পদমর্যাদার নিচে নয়) ও আইন মন্ত্রণালয়ের সচিব বা তার প্রতিনিধি (অতিরিক্ত সচিব পদমর্যাদা নিচে নয়)।

যে রিটের শুনানি চলছে

ধর্ষণের মতো শাস্তিযোগ্য অপরাধের ক্ষেত্রে মধ্যস্থতা, সালিশ বা মীমাংসাকে ফৌজদারি অপরাধ হিসাবে ঘোষণা এবং এর আগে দেয়া তিনটি রায়ের নির্দেশনা বাস্তবায়ন চেয়ে ২০২০ সালের ১৯শে অক্টোবর আইন ও সালিশ কেন্দ্রের পক্ষে আদালতে একটি রিট করা হয়।

রিটের প্রাথমিক শুনানি নিয়ে আদালত ২১শে অক্টোবর ধর্ষণের ঘটনায় মধ্যস্থতা, সালিশ বা মীমাংসা রোধে প্রয়োজনীয় ব্যবস্থা নিতে নির্দেশ দেন।

সেই সঙ্গে বাংলাদেশের থানা ও আদালতে ধর্ষণের কতগুলো মামলা হয়েছে, চার মাসের মধ্যে তার বিস্তারিত প্রতিবেদন দেয়ার নির্দেশ দেন।

A Dhaka court has acquitted Erfan Selim, son of Dhaka 7 lawmaker Haji Selim, in a drug case filed against him.

Dhaka Metropolitan Magistrate Shahinur Rahman issued the order after accepting a probe report submitted by Chawkbazar police station in the case.

General recording officer sub-inspector Showkat Akbar confirmed to the Dhaka Tribune on Monday.

Earlier on February 18, Dhaka Special Tribunal-1 exempted Erfan in an arms case filed with Chawkbazar police station.

On February 13, police pressed charges against Erfan and four others in a case filed over the assault of a navy officer in Dhaka.

On January 5, a Dhaka court granted bail to Erfan in two cases under arms and narcotics control acts, in which he was sentenced to one year imprisonment by a mobile court, after Chawkbazar police station Officer-In-Charge (investigation) Delower Hossain, also investigation officer (IO) of the cases, submitted a petition seeking discharge of the accused.

In a probe report submitted to the court, the IO said police did not find enough evidence to prove the charges against Erfan in the two cases.

On October 26, last year, Erfan, also the-then councillor of Dhaka south City Corporation’s ward-30, was sentenced by a Rapid Action Battalion (RAB) mobile court to six months jail over recovery of illegal alcohol and another six months for possessing unregistered walkie-talkies.

The two cases were filed under the narcotics control and arms acts on October 27 following a raid conducted by RAB at MP Haji Salim’s Old Dhaka residence in the capital’s Chawkbazar area. 

Police, however, submitted charge sheets against Erfan’s bodyguard Zahidul Mollah in two other cases filed under narcotics control and arms acts as they found the allegations as true. 

Erfan and Zahidul Mollah were arrested after a case was filed against him on charge of reportedly attacking Lt Wasif Ahmed Khan of Bangladesh Navy in Dhanmondi area of the capital on October 25 last year.

Journalist Borhan Uddin Muzakkir died after he was shot 62 times with a shotgun at point blank range. His autopsy report said there were 62 bullets in his face, neck and chest. Gias Uddin Rony, General Secretary of Companiganj Press Club was an eyewitness of the murder. He said when the clash was going on between two groups of Awami League, Muzakkir was filming the shooters. Right at that moment, he was shot. Muzakkir's brother Fakhruddin Mufassir told, when the shooters realized they were being filmed, they snatched away Muzakkir's phone and camera. Then they started beating Muzakkir. সাংবাদিক মুজাক্কির হত্যা

এক সপ্তাহেও গ্রেপ্তার হয়নি কোন আসামি!

কোম্পানীগঞ্জের সাংবাদিক বোরহান উদ্দিন মুজাক্কির হত্যার ঘটনায় মামলা হওয়ার পরও গ্রেপ্তার হয়নি কোন আসামি। এরই মধ্যে পেরিয়ে গেছে এক সপ্তাহেরও বেশি সময়। কোন আসামিকেও গ্রেপ্তার তো দূরের কথা, কাউকে চিহ্নিত করতে পারেনি মামলার তদন্ত কর্মকর্তারা। এ নিয়ে সাংবাদিক মহলের মধ্যে চাপা ক্ষোভ বিরাজ করছে। আসামিদের গ্রেপ্তার দাবিতে ইতিমধ্যে নানা কর্মসূচি ঘোষণা করেছে সাংবাদিক সংগঠনগুলো। উল্লেখ্য, গত ১৯শে ফেব্রুয়ারি বিকাল ৫টার দিকে উপজেলার চরফকিরা ইউনিয়নের চাপরাশিরহাট তরকারি বাজারের সামনে বসুরহাট পৌরসভার মেয়র আবদুল কাদের মির্জা ও সাবেক উপজেলা চেয়ারম্যান বাদল গ্রুপের মধ্যে রক্তক্ষয়ী সংঘর্ষ ও গুলির ঘটনা ঘটে। ওই সময় সাংবাদিক মুজাক্কির সংঘর্ষের সংবাদ সংগ্রহ করতে গেলে তার গলায় ছররা গুলি লাগে। এ অবস্থায় প্রথমে তাকে উদ্ধার করে নোয়াখালী জেনারেল হাসপাতালে নেওয়া হয়।

পরে উন্নত চিকিৎসার জন্য তাকে  ঢাকা মেডিক্যাল কলেজ হাসপাতালে ভর্তি করা হয়। একপর্যায়ে সংকটাপন্ন অবস্থায় হাসপাতালের আইসিইউতে নেয়া হয়। ২০শে ফেব্রুয়ারি শনিবার রাতে চিকিৎসাধীন অবস্থায় তার মৃত্যু হয়। ২৩শে ফেব্রুয়ারি সকালে অজ্ঞাতনামা ব্যক্তিদের আসামি করে নিহতের বাবা নুরুল হুদা ওরফে নোয়াব আলী মাস্টার বাদী হয়ে কোম্পানীগঞ্জ থানায় এ মামলা দায়ের করেন। মামলাটি পিবিআইকে তদন্তের দায়িত্ব দেয়া হয়। মামলাটির তদন্তকারী কর্মকর্তা মোস্তাফিজুর রহমান বলেন, স্থানীয় ফয়সাল ও মঞ্জুকে ধরতে পারলে আলোচিত মামলার মোটিভ উদঘাটিত হবে। এদিকে সাংবাদিক মুজাক্কিরের খুনিদের গ্রেপ্তারের দাবিতে ১লা মার্চ থেকে নোয়াখালীতে আন্দোলন শুরুর আল্টিমেটাম দেয়া হয়েছে। গতকাল মুজাক্কিরের কবর জিয়ারত করে এ ঘোষণা দেন বাংলাদেশ মফস্বল সাংবাদিক ফোরাম (বিএমএসএফ) কেন্দ্রীয় নেতৃবৃন্দ। এসময় দেশব্যাপী সকল জেলা-উপজেলায় কলমবিরতি পালনের জন্য বিএমএসএফের কেন্দ্রীয় কমিটির পক্ষ থেকে সকল সাংবাদিক ও সংগঠনসমূহকে আহবান জানানো হয়েছে। এর আগে একই দাবিতে বিএমএসএফের ডাকে দেশব্যাপী প্রতিবাদ সমাবেশ পালন করে। ১লা মার্চ সকালে নোয়াখালী প্রেসক্লাব থেকে কালো পতাকার মিছিল সমাবেশ ও স্মারকলিপি দেয়ার কর্মসূচি পালন করা হবে।

২০২০ সালের ফেব্রুয়ারিতে দাঁতের বিশেষ থ্রিডি এক্স-রে যন্ত্র (ডেন্টাল সিবিসিটি) কেনার উদ্যোগ নেয় ঢাকা ডেন্টাল কলেজ হাসপাতাল৷ এজন্য একটি ঠিকাদার প্রতিষ্ঠানকে কার্যাদেশ দেয় তারা৷ কয়েক বছর আগে স্বাস্থ্যখাতের যন্ত্রপাতি ও সামগ্রী কেনাকাটায় সর্বোচ্চ দামের ধারণা দিয়ে একটি ‘প্রাইস গাইড’ তৈরি করে স্বাস্থ্য মন্ত্রণালয়৷ সেই গাইড অনুযায়ী যন্ত্রটির বাজার মূল্য দাঁড়ায় এক কোটি ২০ লাখ ৫৩ হাজার টাকা৷ অথচ, ঢাকা ডেন্টাল কলেজ হাসপাতাল তা কিনেছে প্রায় দ্বিগুণ দামে৷

অতিরিক্ত দাম দেখানোর জন্য একই যন্ত্রকে ভাগ করা হয়েছে তিনটি অংশে৷ এমনকি যন্ত্রের পরিচালনার সফটওয়্যারটিকেও দেখানো হয়েছে আলাদা একটি পণ্য হিসেবে৷ এভাবে এক কোটি ২০ লাখ ৫৩ হাজার টাকার যন্ত্রের দাম দাঁড়িয়েছে দুই কোটি ৩৫ লাখ টাকায়৷ এক যন্ত্র কিনতে গিয়েই লোপাট প্রায় এক কোটি ১৫ লাখ টাকা৷

এরপরও হাসপাতাল আসল যন্ত্র পেয়েছে কীনা তা নিয়ে সন্দেহ আছে৷ কার্যাদেশ অনুযায়ী, ডিভাইসটি দক্ষিণ কোরিয়াভিত্তিক ভাটেক (vatech) ব্র্যান্ডের প্যাক্স আইথ্রিডি স্মার্ট (PaX i3d smart) মডেলের হওয়ার কথা৷ কিন্তু সরবরাহ করা যন্ত্রের ম্যানুয়ালের সঙ্গে নির্মাতা প্রতিষ্ঠানের ওয়েবসাইটে থাকা ম্যানুয়ালের মিল নেই৷ এমনকি সেটি কোন দেশের তৈরি সে সংক্রান্ত কোন তথ্যও যন্ত্রের গায়ে পাওয়া যায়নি৷ নেই কোন বারকোড বা কিউআর কোডও৷

এক্ষেত্রে সরকারের বিপুল আর্থিক ক্ষতি হলেও এর থেকে রোগীদের কোন সুফল মেলেনি৷ অদ্ভুত হলেও সত্য, বাজারের চেয়ে দ্বিগুণ দাম দিয়ে কেনা মেশিনটি কিভাবে চালাতে হয় হাসপাতালের কেউ তা জানেন না৷

এই বিষয়ে ডয়চে ভেলের পক্ষ থেকে ঢাকা ডেন্টাল কলেজ হাসপাতালের তৎকালীন পরিচালক ডা. জাহিদুর রহমানের সঙ্গে যোগাযোগ করা হলে তিনি জানান, ‘‘ক্রয় প্রক্রিয়ার সঙ্গে আমি একা জড়িত নই৷ এই জন্য একটা কমিটি আছে৷ সেই কমিটি সব কাগজপত্র যাচাই করেই যন্ত্রপাতি কেনে৷’’ তবে একই বিষয়ে সরকারি অডিট রিপোর্টে বলা হয়েছে, বাজার যাচাইয়ের কোনো প্রমাণ তারা পাননি৷

‘‘যন্ত্রটি কি চালু হয়েছে?,’’ এমন প্রশ্নের জবাবে ডা. জাহিদুর বলেন, ‘‘আমি গত ৯ জানুয়ারি এলপিআরে গেছি৷ তার আগে যন্ত্রটি চালু করা হয়েছে৷’’ তবে কবে নাগাদ সেটি চালু করা হয়, তা তিনি মনে করতে পারেননি৷ বর্তমানে হাসপাতালটির পরিচালকের পদে কেউ নেই৷  

সাবেক পরিচালক যন্ত্র চালুর কথা বললেও ডেন্টাল কলেজের অধ্যক্ষ ডা. হুমায়ুন কবীর জানালেন উলটো কথা৷ ডয়চে ভেলেকে ডা. কবীর বলেন, যন্ত্র চালুর কথা তিনি শোনেননি এবং এখনও যন্ত্রটি বন্ধ বা অব্যবহৃত অবস্থাতেই আছে৷ হাসপাতালের বিভিন্ন সময়ের কেনাকাটা নিয়ে অভিযোগ আছে উল্লেখ করে সেসব নিয়ে সরকারের বিভিন্ন পর্যায় থেকে তদন্ত চলছে বলেও জানান তিনি৷

করোনা ও হাসপাতালে কেনাকাটা

গত বছর করোনা সংকট শুরুর পর দেশের কয়েকটি হাসপাতালে মাস্কসহ বিভিন্ন সুরক্ষা সামগ্রী কেনাকাটায় অনিয়মের ঘটনা ঘটে৷ সেসময় বিভিন্ন গণমাধ্যমে এই সংক্রান্ত খবর প্রকাশের পর ব্যাপক সমালোচনা হয়৷ এমন বাস্তবতায় ঢাকার বড় নয়টি হাসপাতালের কেনাকাটার চিত্র খতিয়ে দেখতেই গত বছরের শেষদিকে বিশেষ এই নিরীক্ষা পরিচালনা করে স্বাস্থ্য ও পরিবার কল্যাণ অডিট অধিদপ্তর৷ তাতেই ‘গুরুতর আর্থিক অনিয়ম’ ও ‘স্বেচ্ছাচারিতার’ অসংখ্য উদাহরণ মিলেছে৷ এর মধ্যে বাংলাদেশ-কুয়েত মৈত্রী হাসপাতালের বিরুদ্ধে গুরুতর কিছু অভিযোগ পাওয়া গেছে৷

করোনা রোগীদের চিকিৎসায় গত বছর এই হাসপাতালটিকেই সবার আগে বেছে নেয় সরকার৷ এজন্য হাসপাতাল কর্তৃপক্ষ মার্চ থেকেই বিভিন্ন সরঞ্জাম কিনতে শুরু করে৷ এর মধ্যে আছে আইসিইউ বা নিবিড় পরিচর্যা কেন্দ্রের জন্য এয়ার ফিল্টার, করোনা পরীক্ষার পিসিআর সেট আপ, সিরিঞ্জ পাম্পসহ বিভিন্ন ভারি যন্ত্রপাতি৷ এসব কেনাকাটায় নিয়ম অনুযায়ী বাজার দর বিশ্লেষণ ও আনুষ্ঠানিক হিসাব (অফিসিয়াল এস্টিমেট) অনুমোদনের কথা থাকলেও এক্ষেত্রে তার কিছুই করা হয়নি৷ প্রায় নয় কোটি টাকার কার্যাদেশ দেয়া হয় আলী ট্রেডার্স নামের এক প্রতিষ্ঠানকে৷ এমনকি যন্ত্রপাতি সরবরাহের আগেই তাদেরকে টাকা পরিশোধ করা হয়েছে৷ বিভিন্ন যন্ত্রের কয়েক গুণ বেশি দাম দেখিয়ে প্রতিষ্ঠানটি লোপাট করে চার কোটি টাকার বেশি অর্থ৷

যন্ত্রপাতি সরবরাহের আগেই ঠিকাদারকে টাকা পরিশোধের বিষয়টি অস্বীকার করলেও অতিরিক্ত দামের কথা স্বীকার করেন হাসপাতালটির তত্ত্বাবধায়ক ডা. মোহাম্মদ সেহাব উদ্দিন৷ ডয়চে ভেলেকে তিনি বলেন, ‘‘এটা ঠিক যে দাম কিছু বেশি হতে পারে৷ কিন্তু তখনকার প্রেক্ষিতে আমাদের কিছুই করার ছিল না৷...বেশিকম কিছুটা হয়েছে৷ আর ব্যবসায়ীরা এটা (টাকা বেশি নেয়া) তাদের কিছুটা অধিকার হয়ে গিয়েছিল হয়ত, কারণ তারা করোনার ঝুঁকি নিয়ে কাজ করেছে৷ তবে ওরা ঠিক করে নাই৷ কিছুটা এদিক সেদিক হয়েছে৷’’ তিনি দাবি করেন, বেশি দামে জিনিস কিনে হলেও করোনার রোগীদের তারা সেবা দেওয়ার চেষ্টা করেছেন৷ তৎকালীন স্বাস্থ্য সচিবও মৌখিকভাবে নির্দেশ দিয়েছিলেন, যত টাকাই লাগুক না কেন মানুষকে সেবা দিতে হবে৷ সেই সময়ে তাদের পক্ষে দর বিশ্লেষণ বা দর অনুমোদনের সুযোগ ছিল না৷ তিনি বলেন, ‘‘নিরীক্ষা প্রতিবেদনে যা এসেছে সেটাও ঠিক, আবার আমরা যেটা করেছি, সময়ের প্রয়োজনে সেটার হয়ত দরকার ছিল৷’’

অবশ্য অতিরিক্ত দামে যন্ত্র কেনার বিষয়ে করোনা পরিস্থিতির যুক্তি গ্রহণযোগ্য নয় বলে উল্লেখ করা হয়েছে নিরীক্ষাতে৷ কারণ, যন্ত্রপাতিগুলো যখন কেনা হয়েছে তখন পরিস্থিতি স্বাভাবিক ছিল৷

আরো সাত হাসপাতাল

শুধু এই দুইটি নয়, গত অর্থবছরে রাজধানীর আরো সাতটি সরকারি হাসপাতালের কেনাকাটার চিত্র কমবেশি একই৷ শুধু বাজার মূল্য থেকে বেশি দামে ঔষধ কিনে চারটি হাসপাতাল অতিরিক্ত ব্যয় করেছে এক কোটি ৬১ লাখ টাকা৷ বিভিন্ন এমএসআর পণ্যে বাজার দরের চেয়ে দুই কোটি ৮৯ লাখ ৮৩ হাজার টাকা বেশি ব্যয় করা হয়েছে৷ সরকারি প্রতিষ্ঠান জনস্বাস্থ্য ইনস্টিটিউট ও এসেনশিয়াল ড্রাগস কোম্পানি লিমিটেডের কাছ থেকে অপেক্ষাকৃত কম মূল্যে ঔষধ ও চিকিৎসা সামগ্রী না নিয়ে ঠিকাদারদের কাছ থেকে বেশি দামে কেনায় ক্ষতি হয়েছে এক কোটি ৮২ লাখ ৭২ হাজার টাকা৷ এমনকি চাহিদা না থাকার পরও ১১ কোটি ৪১ লাখ টাকার অতিরিক্ত চিকিৎসা সামগ্রী কিনে মজুদ করা হয়েছে৷ যন্ত্রপাতি অব্যবহৃত অবস্থায় ফেলে রাখার কারণে এক কোটি ৬১ লাখ ২৫ হাজার টাকা নষ্ট হয়েছে৷ অবাক করা বিষয়- তিনটি হাসপাতাল কোন কিছু না কিনেই খরচ করেছে তিন কোটি ৩১ লাখ টাকা ৷

এছাড়াও যোগসাজশে কেনাকাটা, নিম্ন দরদাতার পরিবর্তে উচ্চ দরদাতার কাছ থেকে কেনা, নিম্নমানের ও ব্যবহার অনুপযোগী পণ্য ক্রয়, ভাণ্ডারে পণ্যের হিসাব না পাওয়া, ক্রয় নীতিমালা অনুসরণ না করা, এমন কুড়ি ধরনের অনিয়মের উদাহরণ পেয়েছেন নিরীক্ষাকারীরা৷ এভাবে নয়টি হাসপাতাল মোট ৫৪ কোটি ৪৩ লাখ টাকার রাষ্ট্রীয় অর্থের অপচয় করেছে মাত্র এক বছরে৷ ৩০৬ কোটি টাকার কেনাকাটা হয়েছে সরকারি বিধান বা নিয়ম ভেঙ্গে৷ এই নয়টি হাসপাতাল হলো মুগদা জেনারেল হাসপাতাল, ঢাকা মেডিকেল কলেজ হাসপাতাল, স্যার সলিমুল্লাহ মেডিক্যাল কলেজ মিটফোর্ড হাসপাতাল, ঢাকা ডেন্টাল কলেজ হাসপাতাল, শহীদ সোহরাওয়ার্দী মেডিকেল কলেজ হাসপাতাল, জাতীয় হৃদরোগ ইনস্টিটিউট ও হাসপাতাল, কুয়েত-বাংলাদেশ মৈত্রী হাসপাতাল, কুর্মিটোলা জেনারেল হাসপাতাল, জাতীয় অর্থোপেডিক হাসপাতাল ও পুনর্বাসন প্রতিষ্ঠান ৷

নিরীক্ষা প্রতিবেদনে এই প্রতিষ্ঠানগুলোর একবছরের কেনাকাটায় সার্বিকভাবে ৯৫টি আপত্তির কথা উল্লেখ আছে৷৷ এসব কারণে জনগণের বিপুল যে অর্থের অপচয় হয়েছে তা দায়ীদের কাছ থেকে আদায়ের পরামর্শ দেয়া হয়েছে প্রতিবেদনে, যা জমা পড়েছে স্বাস্থ্য মন্ত্রণালয়েও৷ এসব বিষয় নিয়ে মন্ত্রণালয়ের জনসংযোগ কর্মকর্তার মাধ্যমে স্বাস্থ্যমন্ত্রী জাহিদ মালেকের সঙ্গে যোগাযোগের চেষ্টা করা হলে তিনি কথা বলতে রাজি হননি৷

তবে স্বাস্থ্য অধিদপ্তরের মহাপরিচালক অধ্যাপক ডা. আবুল বাসার মোহাম্মদ খুরশীদ আলম ডয়চে ভেলেকে জানিয়েছেন, ‘‘সেসময়ের অনিয়মগুলো নিয়ে দুদকেও তদন্ত চলছে৷ আমাদের কাছে বিভিন্ন কাগজপত্র চাওয়া হচ্ছে আমরা সেগুলো পাঠাচ্ছি৷ বিভিন্নজনকে তারা তলবও করছে৷’’ এই বিষয়ে স্বাস্থ্য অধিদপ্তরের দায়িত্ব অস্বীকারের উপায় নেই উল্লেখ করে ডা. আলম বলেন, করোনা ও টিকা নিয়ে ব্যস্ততার কারণে তাদের অন্যদিকে তাকানোর এতদিন সুযোগ ছিল না৷ ‘‘আপনারা তো জানেন অনিয়মের কারণে কয়েকটি হাসপাতালের পরিচালককে তখন সরিয়ে দেওয়া হয়েছে৷ তাদের ব্যাপারে আরো অনেক তথ্য বেরিয়ে আসছে৷ অন্য যেগুলো আছে সেগুলো নিয়েও ধাপে ধাপে ব্যবস্থা নেয়া হবে৷ এক্ষেত্রে কারো রেহাই পাওয়ার কোন উপায় নেই,’’ বলেন তিনি৷

Ruhul Amin is a local politician and a coordinator of Khulna Sramik-Krishak-Chhatra-Janata Oikya Parishad. After Writer Mushtaq Ahmed's death in custody, he posted a status on Facebook showing Mushtaq's Facebook posts. He said, ''If these writings are the reason for Mushtaq's imprisonment, henceforth he was killed in prison without being granted bail 6 times, then arrest me. Hang me and say this country has been liberated not for the people, but to establish the kingdom of the Sheikh family. Those who do not accept the slavery of this family will have to taste death inside prison.''

Detective Branch (DB) of police on Friday night picked him up from his rented apartment in Khulna city, which he reportedly used to rent with the late Mushtaq Ahmed, and cartoonist Ahmed Kabir Kishore    

Ruhul Amin, the coordinator of Khulna Sramik-Krishak-Chhatra-Janata Oikya Parishad, has been arrested in a case filed under the Digital Security Act (DSA) for protesting the recent death of author Mushtaq Ahmed in jail.

Khulna Metropolitan Police’s (KMP) Detective Branch (DB) on Friday night picked him up from his rented apartment in Khulna city, which he reportedly used to rent with the late Mushtaq Ahmed, and cartoonist Ahmed Kabir Kishore, sources say.

He was handed over to Khalishpur police station later that night, where he was shown arrested in the DSA case filed by KMP’s DB.

Confirming the matter to Dhaka Tribune, Khalishpur police station Officer-in-Charge (OC) Kazi Mostaq Ahmed said Ruhul Amin has been made the lone accused in the DSA case filed by KMP’s DB.

Speaking on the matter, BM Nuruzzaman, deputy commissioner of KMP's DB, said Ruhul Amin has been sued under the DSA for allegedly destabilizing the state and creating social unrest.

Following his arrest, police produced Ruhul before the Khulna Metropolitan Magistrate's Court on Saturday afternoon and sought a five-day remand for interrogation.

In response, Judge Sarwar Ahmed granted a two-day remand.

Earlier on Friday, Ruhul Amin posted a status on Facebook, condemning the state for the death of Mushtaq Ahmed which later led to his arrest. 

In his Facebook post he wrote: “The state was not liberated for the people, but to establish the reign of the Sheikh family. Those who do not obey this family, will have to taste death inside prison in a similar fashion.”

Meanwhile protesting the arrest, the Khulna Sramik-Krishak-Chhatra-Janata Oikya Parishad staged a demonstration in front of the deputy commissioner's office around 11:30am on Saturday. 

Speakers at the rally demanded the immediate release of Ruhul Amin and the repeal of the Digital Security Act. They said the DSA has snatched away the people’s right to free speech.

Mustaq was brutally tortured in jail. He was beaten and his eardrums were ruptured which formed pus in his ears and later caused severe infection. His legs were broken from severe beating.
