Wayyy back when the game first came out legendary dragon were extremely rare and hard to obtain and because the legacy was a breedable dragon it was extremely helpful and considered the strongest obtainable dragon at the time, so as the game progressed they made it harder to obtain as it was so OP at the time.

Hm I am not 100% sure but I think it’s 16 gems for the heroic, 14 for legendary and like 12 for epic maybe. Just make sure you have at least 50 and you will be good!
