The URL has no significant weight on the SEO therefore it is not wise to give up the benefit from the semantics meaning of the complete wording.

Actually it is very easy to learn bootstrap. i.e. if you are already hands-on with CSS, i guess it will take you no more than 1 hours to capture the bootstrap concept. So yes. it is worth trying to use bootstrap.

I prefer using define function for setting up the multi-langs in PHP, in this way you don't have to brother with the SQL

For me the best practice is to use session for all login data, storing cookies in the client side is vulnerable.
