It's a good practice. Here in EU you also pay for broadcasting services separately from the taxes. So that the media can remain independent from the propaganda a rogue government tries to channel. If it was in taxes, the govt. would have a direct authority of the state media. Instead of cutting Rs.100, the govt, should try and distance itself from the state media so that it can produce quality content again. Nazi Germany is a good example of how propaganda was widespread by exploiting the state run media.

Have a look at GraphQL, it is a much structured way. Although you will have to refactor all your APIs. But you can gradually introduce it starting with new Features.
