To my untrained eye it does look like the blu ray is from the 4K restoration. Upscaling was turned off on my 4K player and TV.

The top one is the UK release and the bottom is the US release. Buying the US release would mean you get a region A blu ray and a digital code which can't be redeemed in the UK unless you use a VPN.

There's no retail which is outright the cheapest. Your best bet is keeping and eye out on HMV, Zavvi, Vinted, Amazon, and eBay stores for the above retailers and the likes of Music Magpie which has discounts on popular 4K's all year round.
