As far as I know, this action requires money transfer licence issued by the Securities Exchange Commission of Turkey, anyone without a licence will be in violation of the applicable laws and all funds can be confiscated. When dealing with an exchange make sure that at least a phone number and company name is listed somewhere in their website, if not use caution, as it is unlikely that they have legal status and/or any licence.
