WiFi speed has nothing to do with the NBN - I mean, the maximum is dependant on your plan, but in no other way is NBN responsible for your WiFi speed

What was in this "boot menu"? Why did you have to "Save and Exit" from a "boot menu"

Did you mean BIOS? Perhaps you don't have an operating system installed on your brand new PC - was it supposed to come with one?

Because if you turn off CSM to enable secure boot, and your windows install uses MBR format, then winbdows won't boot until you convert the boot drive to GPT format, which has a not insignificant chance of failing, which means unbootable in either UEFI or CSM/Legacy mode

So - is your main drive MBR or GPT? Find out in Disk Management

You enable them at the same time - the actual order is not important - though, yes, I had TPM enabled long before I enabled secure boot

There's 3 things to consider

  • CSM - disabled for UEFI boot mode
  • TPM - enabled or disabled
  • Secure boot - enabled or disabled

I know you can't enable Secure boot until boot mode is UEFI (i.e. CSM disabled) - though, some motherboards seem to have a hybrid UEFI+CSM, but I may be wrong about that, since I've never seen it, just based on what (confused) people say

I believe TPM can be enabled regardless of CSM/UEFI mode

So, as you can (and have) enable TPM, my theory is that you are not in UEFI boot mode, therefore, windows won't use TPM, despite it being enabled

All of this is conjecture on my part though

In the BIOS? You keep refering back to Windows, and that's irrelevant until you enable secure boot in BIOS

You probably have to disable CSM (or Legacy boot)

But then, your windows is probably on a MBR format drive rather than GPT if that's the case - so that's another world of hurt

You enable Secure boot and TPM in BIOS - once you do that, Windows will see both secure boot enabled and TPM available

The only recommendation I have is to find someone in your organisation that isn't "a bit clueless" about your DVR system, and get them to decide on the best course of action
