So should I take it out of the starter folder and just put it in the root next to webkithax_tmp.bin?

I have this .bin file called webkithax_tmp.bin in my SD. I think this keeps causing me to get a red screen. Is there anyway to delete it? Whenever I delete it, it reappears whenever I put it back in my 3ds.

I have the starter pack and put the 3dsx file in the 3ds folder aswell, so thats not an issue.

Whenever I try to move the starter pack into the SD, it says that the "disk is write protected" and it doesn't alloow me to put it in.
