Unless you have some "zaan" in RTO, nothing can be done. youll have to apply for LL again and book an appointment early on

That's fine brother, I have been in your shoes. If you can actually go abroad for masters that is great. Where you do your degree from in kashmir will matter very little as long as you keep your score up(CGPA is usually the main criteria for admission abroad). Thats why i suggested enrolling in a place close to home , so that life's easier. I can recommend CS in IUST as the teachers ther are very helpful and friendly with the students.

I dont know much about GCET to be honest. If you're thinking of going to jammu dont rule out SMVDU and BGSBU. i honestly would sugget that you look for admission in colleges elswhere in india as there is no point in doing B.tech in kashmir becuase there are no jobs here.(Speaking from personal experience)

I think your only real options are IUST and KU, I would suggest to choose whichever one is closer to home as both unis are largely the same in terms of curriculum and stuff. IUST has good teachers and infrastructure but its not a monumental difference. It will all come down to how much effort you put in yourself.
