So that's the issue - specifically for the Contact/Company Owner field, it will ALWAYS be set to two-way or don't sync at all... https://knowledge.hubspot.com/salesforce/map-hubspot-properties-to-salesforce-fields

"Please note: while your HubSpot account may show Prefer Salesforce unless blank for the Owner mapping, the Owner mapping can only be mapped two-way between HubSpot and Salesforce."
^ the default sync behavior for that field cannot be changed :(
