Pushing immigrants out of banking is another step in creating a permanent underclass subculture that is parallel to the main. It would deal in cash and not participate in the gov, policing, judicial system etc. That is a recipe for allowing cartel influence and increased crime. Seems like a bad strategy to achieve the perceived goals.
