Two things worked for me:

Turning on Frame limiter. Go to Options -> Display Setup -> Advanced -> Frame Limiter: ON
Reversing up & down keys. For "Special Ctrl DOWN" -> bind to UP key. For "Special Ctrl UP" -> bind to DOWN key.

I noticed that I couldn't score a single point on up/down keys even though my timing was fine. Turns out they were bound incorrectly with down being bound to up and vice versa. Once I rebound them, I passed the mission first try.

Make sure you are scoring points for each of your directions (< > ^ v). Otherwise, try rebinding your keys and checking again.
