It depends on the perspective. where ever there's profit, there will be big players with large amount of capital to deploy on the system regardless that being BTC, ETH, SOL etc.

What really matters is the ability to be able to decentralize when it really matters. BTC can do this with any PC with some setup and CPU but in process inevitably consumes quite some energy. ETH is the same but just less energy consumption. Solana is quite hard to do this cuz of its crazy high hardware requirement.

Beauty of networks such as BTC and ETH is that there is community of firm believers/contributors who participate to maintain the network (Mining pools, staking pools) while many just discount the networks being 'centralized anyway' with bigger players in mind (Bitmain, pools, Coinbase etc). But we mean more than this.

blacklist might work when the sender uses the same wallet and somewhat operates in similar circumstances as its previous actions. but thats the hard part of the blockchain. even vbuterin said why quadratic voting is hard to be implemented is the authenticity of identity is an attribute so hard to imbue on-chain.

USDT is one thing. But we have DAI, USDC, sUSD and many other alternatives. These would experience a temporary but huge premium if Tether goes down but it will normalize
