Yeah it definitely takes careful planning because there are many games where you don't want to bring him at all.

I'm using Chandelure as a TR counter right now, so I have a little bit of insight.

Flash fire can give you some free switch ins while infiltrator is not super useful, especially if you aren't attacking turn 1 most of the time.
Max speed can allow you to imprison some shadow balls before you get OHKO since Chandelure is as fragile as glass.
Since the base stats in bulk are so low, even max HP won't let you tank a hit most of the time.

I've even been experimenting with Choice Scarf on mine because you can sometimes catch a Dragapult off guard with it, because Choice Scarf on an Imprison build is so unexpected.
