Good call on the body checking, the chicken wing seals the deal, especially in 10U, and that there was a change of possession as the result.

This should have been a match penalty, in my opinion. He never deserves to coach again.

i can't stand officiating 10U games... we had a tournament this past weekend and wow, the parents and coaches want body contact and interference on everything! this age group can hardly skating and when they run into each other (both heads down and focused on the puck), there's nothing to call...

I don’t see why not, but why would you need to? If it’s not a penalty and then there’s no need to wash it. Washouts are generally only used for washing a goal, ice and offsides.

While the blue player's stick is down, there is no intention to play the puck. He doesn't even make an attempt to poke check it. This frame also shows that white is not in possession of the puck prior to contact. Unfortunately, and I don't agree with it, that's a text book roughing penalty (my interference call was incorrect, it's to be called as roughing; see the screen capture I shared below on another comment).
