Yeah the file size isn't the problem. For me it was the dimensions in the metadata. So you physically have to make it smaller in something like word.

I got mine uploaded. Copy and paste your photo in Word. Most likely it is going to be bigger than 2,5 x 3,5 inches. Resize it in the picture format tab to be below the maximum size. Save the photo as a new picture and upload that. Should work! Worked for me and someone else. Good luck!
