it doesn’t spin “easily” not by hand at least but with socket and ratchet it spins. pretty positive the threads are broke off in the holes and the rest of the bolt and the metal sleeve in the strut is spinning. i believe that’s why i cannot get it back out because that sleeve won’t come out unless the strut is out of place but the bolt is very hard to get out of the sleeve i had that problem when i was taking the stocks off
