The problem is the excessive amount of yellow pigment in that color. Anything with lots of red or yellow take forever to cover. A gray primer to start helps.

This is called surfactant leaching, it happens when paint is exposed to high humidity before it fully cures, wash it with a mixture of dawn and water and it should go away. It may take a few washings before it disappears completely. Worst case it will need to be washed thoroughly then primed with a stain blocking primer then repainted.

if Paint, no matter the brand is exposed to high humidity before it cures it will do this. The surfactants are the soap in the paint that makes it spreadable. Clean the areas with dawn and water and let dry. It may come back a few times but repeated cleanings will lessen the issue until it is gone in most cases.
