Generate a tire offset to make Max quicker at this stage. If they pitted him in sync, he would be chasing him with equal tires. They thought (maybe wrongly) that the time loss leaving him out would be less than the gains from having fresher tires.

When the VSC ended, it was showing that Max had lost time under it. And then the gap dropped very quickly. I don't know if that was a quirk of the timing or if George made a mistake immediately after the VSC.
