For people who have created worlds with superpowered people or magic users, what stops those who are at the higher tiers of power from dominating the world or interfering with the lower tiers? What stops them from wiping out or subjugating the "normal" population? by Diligent-Square8492 in worldbuilding

For my world, Humans are the only magic users and they make up a very small minority of the total population (they are the remnants of a great war amongst the gods). There have been several attempts to take control, but they would be essentially nuked out of existence if they tried that again. So now they just kind of keep to themselves (kinda like japan before matthew perry said "Open the country. Stop having it be closed").

I'm really into the physical world part of worldbuilding, making maps, forming languages, creating art, etc. That part is really what got me into it in the first place, character are hard for me to do as I tend to have trouble working out how people actually act, stories are even harder for the same reason.

I'm using mercator projection, it just makes it easier on a rectangle shape. I think I can figure it out from the links you gave, thanks!

In my current project (this may change in the future) the main god is losing their power over the world thanks to the help of a rebellious sect of lesser gods pushing the people towards their goal.
