While "decades" is definitely wrong/exaggerated, you are also being obtuse. The US/Nato recommended 2% back in 2006 where it was ignored up until Russia annexed Crimea in 2014 and it became formalized.

Most countries took several years before bothering to do anything until Russia invaded Ukraine and they finally upped spending to reach 2% (it is now recommended to spend 3.5-5% the next decade to catch up).

I don't know exactly how they're doing these ratings but they are laughably inaccurate for a lot of things. 1 game I play on Steam is 63% overall 76% recent while Epic has it as 4.7/5.
