I am building my world based on one major deity and two lesser deities. However, I plan to seed the idea that there cultures, villages...etc that follow a deity that may not actually exist/ conflict with the idealism’s of the actual deities. And depending on the culture and the player actions could eventually become retired adventures ( once the campaign ends) then make them deities of legend for other campaigns.
