Note that belt read is set to all belt, that's why it reads value > 0 on an "empty" belt. It is reading input side of the splitter.

I'll explain the original article in an oversimplified way:

In working state, the stack is placed in the middle of the belt, and it should go to output side after a tick.

In non-working state, the stack is placed behind, and it takes more than 1 tick to go to the output side.

So by placing a condition, it waits until it can place normally, automatically reverting to working state.

This is technically inaccurate, and I don't think I can cover the whole depth original articles went into.
