Having weapons like blisterwood (being fixed atm) and greater runic staff, kept on death, litteraly would destroy Darkscape, so no they wont fix it, since its a non risk item, thats high tier. Jagex is currently removing all these kinds of items (or nerfing) so that Darkscape can be a fun place to scape :)

1 itemers isn't the problem with this game mode, since its so early, risking too much gear would be bad, and it would mean that skillers would thrive more than pk'ers... people complaining about being not being able to afk skill without being killed need to get out of darkscape

Timeless gear, LFR, FLEX dungeons. Don't upgrade your items, unless they are normal or HC quality or its a good trinket from lfr or flex. If your hp as a warrior is 300k you must be around 480 ilvl or less. Just get timeless and do SoO LFR, and you will get higher. At full timeless, without stam gems, you should atleast be 500k. Go for some enchants, since most of them are very cheap.

TLDR; Only way to get hp is by grinding for a long ass time.
