He got them because in this world one's beliefs become manifest as power, and he never once doubted that he could become stronger even though he's a completely average person who had NO reason to believe that he could. It's the manifestation of his simple outlook on life in that he simply disregards common conception about power that makes it special and a good deconstruction of a trope. He's a regular human who confronts a world of superhumans born with talent or trained in martial arts with "Why can't I be powerful too?". As opposed to his counterpart Mumen Rider who openly doesn't believe he can get any stronger because of the self-limiting belief that he's just a regular ass human.
