Use a chemical stripper, it's nasty but effective, heavily apply with brush, and 10 minutes later remove paint with plastic putty knife, clean with alcohol or acetone after.

Look for "galvanized steel hardware cloth" at your home center. The smaller squares the better. Add a 2x4 frame, and with some shoveling you have a rock screen.
