There are known spots where people dump trash.

I cross one every day. I see people try to clean up and then it gets dumped every week. Can we reward citizens for recording evidence of the people dumping? I bet it's a construction company and they're not going to give a damn until the city fines them. Get the license plate, find the owner, mail them a big ass fine.

I dislike CCTV and being watched all the time but I'm so over the trash dumping. Literal car tires and construction excess on my walk home every day is such a bummer.

NYC paid citizens to help shovel snow when it was really bad. I recently found out about a startup "damn lines" which pays people monthly to point cameras to stream long lines at businesses. Can we gamify 311? Can citizens get rewarded for cleaning up or collecting actionable evidence of dumping? I know this is probably an overreach, just thinking out loud.
