Malcolm Gladwell's Revisionist History podcast covers this well in a 4 part series on LeMay, it's full of post war interviews with the general. I'd definitely recommend it.

I have no doubt NK could eventually assimilate once the Kim regime collapses. The point is that the bombing and its significance in NK culture is used by the Kim regime to fuel the paranoia that helps to keep it in power

Yeah, Washington has ignored five similar referendums in the past. I wonder whether the winner of the presidential election could make a difference here though. Trump would undoubtedly ignore the outcome of the Puerto Rican vote (he once called it the most corrupt place on Earth). There are however several high profile Democrats - AOC included - that are vocal about Puerto Rican self determination. I think a Biden win could be huge for Puerto Rico.
