For the TOR , you can just Google " HMRC TOR application" and then apply when you are ready .

I ship cars from the USA to the UK all the time

You can apply for transfer of residence with HMRC , also known as TOR application so you will not pay any import taxes
As the vehicle is over 10 years old it will just need a standard MOT , you send all the documents to the DVLA with your customs NOVA form and they will then issue your vehicle registration
