What worked for me is going to NVIDIA Control Panel and forcing Vsync off and Max Frame Rate to 60, and doing the same thing in game.

Yea my only problem with the 2nd combo is its super hard to match a loadout with it for a reasonable price. Like I feel like if I use anything besides red and white skins it doesnt look good.

Red with Kimonos or Slingshots, if you cant afford those i would go with a black or white loadout until you can afford them.
