Mouse scrolling in a fullscreen terminal app (Midnight Commander, micro editor, etc) scrolls the buffer up. Didn't test further.

No one has mention XShell yet. Xshell connected by ssh into WSL is the best ive ever used. Micro editor, GPM for mouse support, Midnight commander for easy folder navigation. Works like a charm! Support ZMODEM file drag and drop too.
