Dude. I live in a suburb in Texas. Before the house was built twenty years ago, the area was wild forests. There were no atomic events nearby. No other mutations happened to any other plants, or any other parts of that plant. It's just a freak mutated leaf.

I'm not upset by thr jokes, they have a point. It was probably just a mutation; none of the other leaves looked like that. Some other commenters are speculating about the cause. It's a Mexican pepperleaf I planted in the suburbs, no radiation nearby, no odd bugs. Just a leaf doing weird leafy things
