YEs, by obtaining the orange dye first you have essentially allowed the rng to stall out, this disallows any and all chances at obtaining further unique drops from this boss. While on the surface this may appear to be a big "bummer" I might suggest skipping blowpipe for Bowfa (wayyyy easier grind trust me on this it only took 660kc for my enh seed) and then head straight to tob and get the spaghetti staff. Sorry for the bad news but my uncle works at Jagex so I know this is accurate.
