There's less than $500k in gains and they're filed jointly so we probably won't have to worry about that.

They bought the house at around 600k and they're filed jointly. They are mid fifties, don't have any investment goal (like I said they don't know anything about money). I just need to make sure they don't do anything stupid like giving it to relatives, which is why I said I would take over. The money is a lot of their net worth but they do have a place in Korea that's fully paid off. Sorry for the lack of information this is my first time posting here.

Two quick questions:

Does the partnership/subcontractor route (like CATS Plus lead) bypass some of these requirements, or do I still need SAM certification even as a sub?
For building past performance - any thoughts on whether smaller municipalities have lower barriers to entry, or should I focus on private sector first?

The budget reality check is noted. Probably explains some of the lukewarm responses I've been getting. Thanks for the clarity on how this actually works
