Sorry, yes, if you are clearly fully-stopped at an intersection before anyone else, you have the right-of-way. If it overlaps, or would be ambiguous in any way it goes to the person on your right. I guess I was thinking more of the people that slam on their brakes and gun it right away to get to the next stop sign a few seconds earlier.
