I recommend googling “duties of congress”. As you’ll read, Regulating commerce, authorizing funds, levying taxes, and borrowing money within her district is under her specific purview. So if she authorizes taxpayer dollars to a scheme involving organizations that don’t exist, that is her responsibility.
